Minutes of Town Board Regular Meeting
held October 21, 2021
The meeting was held at the Oak City Town Hall beginning at 7:30 p.m.
The following were in attendance:
TOWN OFFICIALS
Mayor Shim Callister
Council Member Dave Steele
Council Member Dallin Christensen
Council Member Stewart Rowley
Town Clerk Karen K. Lovell
OTHERS
Traci Callister
Council Member Monica Niles was not in attendance.
The following agenda items were considered:
A. Invocation. The invocation was given by Dallin.
B. Adopt Agenda. Dave pointed out that Karen had misnumbered the Resolution. It should be 2021-07. This was corrected.
Dave moved, seconded by Dallin, to adopt the agenda as amended. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin-Aye. Stewart-Aye.
C. Adopt Minutes of Town Board Regular Meeting held September 16, 2021.
Dallin moved, seconded by Dave, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin-Aye. Stewart-Aye.
D. Discuss Progress on Oak City Cemetery and Veteran's Memorial Upgrades/Traci Callister. Traci reported that the committee has set up some preliminary goals after checking their separate sections at the Cemetery. They found 59 unmarked graves and 9 broken headstones. There are 15 damaged stones. 40 headstones are unreadable. There is 1 grave that is marked 'unknown'. Traci presented a map showing the Cemetery plots including all the ones with an issue. There are graves either in the wrong place or noted incorrectly on the original cemetery map.
They checked out a couple of other cemeteries to get ideas from them on how to fix broken stones. Fillmore took broken pieces and put in cement. In Meadow they cemented stones in. Another idea came from Ron Sumsion. He had taken rubber maid containers and placed some kind of lettering and numbers in the bottom of a tub and poured concrete over them. When it was set up, he could take the letters out and the name and date would be left engraved in the concrete.
The plan is to find family members now and see what they are willing to do, if anything, on the stones.
Dave suggested surrounding stones with granite. Stewart suggested going with a trophy maker to repair stones, which might be cheaper.
Traci will make up a page of options for families to consider if they are able to help. Those with no family available or able to help will need to be done with City funds, donations, or fundraisers. Stewart will get a hold of Brad Alan, who does granite countertops and see what he could do. Jeff Rasmussen might have some ideas also.
Looking into veterans whose names should be included on the new monument.
There is an Oak City resident that is secretary over a family reunion fund and they would like to donate the money in this fund to the Oak City Cemetery project.
Is the Council okay with the committee pursuing these projects? The Council was okay with this.
.
As far as the old drinking fountain, the Committee is thinking of putting a plaque on it that would symbolize the Indians that are buried at the Cemetery.
Traci asked the Council Members to contact her if they had any further thoughts or ideas.
E. Update on Oak City Culinary Master Plan. Stewart, Shim and Nathan Nielson, Oak City Public Works Specialist, met with Daniel Hawley and James Saunders today. Everything is pretty much in line and ready to be finalized. It is going to be a good thing to have. Nathan is working on the updates. He will add these to the Plan. If it is known when things were put in, that could be noted. There are a few water lines that they are trying to engineer. Anything that is not existing or being upgraded, the Division of Drinking Water needs to approve it. Looking at reconnecting the line at Trevor Anderson's house. About 400 ft. of pipe will be needed.
F. Update on Work Done on the Wash Next to Nathan Henderson's Home. Shim said they are all done. Kim
Nielson is going to look at it and see if anything else needs to be done. He is going to put a little bit more rock on the back of the Wall.
G. Discuss a Process to Get the New GIS Maps Caught up and Kept Current. Shim didn't know if the City eventually wants to have one person doing all the updates or everyone doing their own. Dave thought one person might be best but that leaves that party with all the knowledge of how to update. Stewart thought it would be better to just have one party doing all the updates. Will think about this. Shim thought it would be pretty simple to update. Could enter information about installations, water service connection parts and sizes on every new addition from now on and every time a meter is dug up or updated, it ought to be noted. Past information can also be entered into the database.
Got the water Map but there is almost zero information on the meters on it. Dave isn't sure if the updates Dixie Power is doing is going to be included in another map.
H. Discussion and Possible Adoption of Resolution 2021-07 STANDARDS AND RULES OF ORDER OF THE OAK CITY TOWN COUNCIL. Dave passed out copies to the Council. The Town's attorney went through the document and penciled in his suggested changes or concerns. Dave went through the changes the attorney recommended.
Stewart moved, seconded by Dallin, to adopt Resolution 2021-07. Roll Call Vote Mayor Callister-Aye. Dave-Aye. Dallin-Aye. Stewart-Aye.
I. Discuss Title 8 Draft Pertaining to Town Utilities. Dave has been working on this for some time. There are certain items that pertain to both water and power but some issues need to be separated out. Dave is trying to get copies of what other communities are doing. Dave will get a copy of what he has so far to each council person. Then it can be reviewed at the next meeting and adopted as an ordinance after a public hearing in December. Dave would love to get input on it.
J. Public Comment. There was no public comment.
K. Financial Report. The Financial Report was read and approved by Board Action. The delinquent amounts are down some.
L. Departmental Reports.
Stewart Rowley.
There are four existing water connections that need to be installed. There is a water connection that exist but needs to be hooked up on the lot behind Jess Peterson's. There are water leaks including one in front of Abby Peterson's house and one on J. B. Lovell's line next to the Larue Campos house. There appears to be a leak across the street North of Ty Dutson's home. It could be a substantial leak.
Dallin Christensen.
Nathan Nielson replaced a stop sign.
Had a little damage to the back hoe exhaust pipe from digging a grave.
Met with Jones and Demille who has a good plan for widening the bridge at First North and First East. Will get bids on it.
Dallin mentioned that an earlier cost estimate for fixing he bridge was $75,000 but the new Plan will be a lot less expensive.
Will need to postpone repairing the sidewalk by Ken Christensens until Spring.
Monica Niles.
Monica was not in attendance but the Mayor reported that she is working on getting cost estimates on replacing the furnaces at the Town Hall.
Dave Steele.
Jeff Brimley's power request is before the Public Service Commission. If there is no opposition by November 8th, the Town will provide his power service.
Installed power to Curtis Jones.
During a snow storm last week, a limb fell at Sarah Finlinson's old house which pulled the mast off the house and knocked out the power. Dixie Power repaired this. When the Town needs Dixie Power's services, it might be a two or three week wait depending on how busy they are and the availability of supplies.
Talking to several parties about power upgrades.
Had several inquiries from different companies about Oak City Town's solar power policy. Don't have one at this time, but Dave tells them to get permits from the building inspector. Might need to look at a policy.
Did a street light survey. There are several that have problems.
M. Miscellaneous.
Mayor Callister.
E-mailed the company that wants to put in the cell tower to see if they are still interested. They have found an existing tower that can be used. Not sure which one they are looking at.
The road that runs past Jon Christensen's is a County road. Not sure of the boundaries on the road so the Mayor asked Kasey Callister to stake the boundaries in order to establish where property lines are. This will help with a water line upgrade being considered along that road. Oak City Town doesn't own the County roads that were existing when property was annexed but Oak City's attorney is working with the County Attorney Pat Finlinson to obtain a memorandum of understanding so the Town will have easements along the roads and can maintain them.
Karen Lovell.
Karen reminded everyone of the Town Board Meeting scheduled on November 10, 2021 to canvass the election. Next month will also be the mandatory review of the compensation ordinance.
N. Adjournment
Dave moved, seconded by Stewart, to adjourn. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin- Aye. Stewart-Aye.
The meeting adjourned at 10:55 p.m.
Respectfully Submitted,
