Description/Agenda
KAYSVILLE CITY PLANNING COMMISSION MEETING MINUTES November 16, 2021 Planning Commission Members in Attendance: Chairman Nguyen, Vice-Chair Hunt, Commissioners Sommerkorn, Sundloff, and Barrus Staff Present: Dan Jessop, Mindi Edstrom Public Attendees: Mark Vlasic joined via Zoom The Planning Commission meeting was held on Tuesday November 16th at 7:30 p.m. in the Kaysville City Hall located at 23 East Center Street. Chairperson Nguyen opened the meeting by welcoming those present. OPENING Commissioner Nguyen asked for a motion to approve the minutes from the October 28, 2021 meeting. Commissioner Hunt made the motion to approve the minutes and Commissioner Sundloff seconded the motion and they were unanimously approved. Kaysville City General Plan Amendment Introduced by: Mark Vlasic Mark: Landmark Design has been working with Kaysville City to create an updated Kaysville City General Plan. Planning Commission asked Landmark Design to make some changes and modifications and they are hoping that this version of the draft would be forwarded to the City Council. Here is a list of items updated in General Plan: - Sam Taylor created a standalone executive summary. It provides a pretty good snap shot of the plan itself and could become a go-to document for the public if they need additional information. - Landmark simplified the City Center Concept and eliminated all the detailed ideas about roads and simplified the uses to basically just focus on a more general issue category. - Updated the language on the map to match that concept. - Modified the single family character description so that it supports a range of single family uses as discussed. - Revised the text related to the catalytic projects and the priorities of those projects. - Added air quality discussion to the environment section. - Removed Bishop's Field from the Park System Analysis as part of the Parks and Recreation Trails and Open Space. They also revised the level of service calculations and the number of amenity types and revised all the maps and costs. They also modified the proposed locations on the parks map and the future parks map - Landmark de-emphasized Parkway Street but still suggested as a concept for North Main Street. - Updated Transportation Network Map adding West Davis Corridor/Shepard Lane projects, realignment of trails and additional I-15 crossing. Discussion: Commissioner Sundloff: Where in the plan are we trying to maximize traffic efficiency at least on Main Street and 200 North? Mark: The answer to the transportation question is in the plan itself and not in the executive summary and asks with the changes made we either need to add or update and Landmark can take a closer look. Commissioner Sundloff: Feels that it is important for council to look into the traffic concerns. Mark: We will need to get from the Commission to give direction on how they want Main Street treated so that we have that change made for City Council. Commissioner Nguyen: Most simple way to address it would be to put it under the executive summary under 1.6. Commissioner Sundloff: We do need to address traffic calming on 200 N. and thinks that City Council can weigh in on that. Commissioner Sundloff: Has another question about the city center preferred concept and the wording used in the table where it says mixed use commercial residential and suggests that a slash be used between mixed use/commercial/residential. Mark: The use of those words in the table are used to ultimately describe what can be put in those areas. Commissioner Sommerkorn: we will have the opportunity to define the uses in that area when we do the ordinance. Commissioner Sommerkorn: The Commercial Residential Mixed Use wording would also need to be switched around then. Commissioner Sundloff: When looking at the corridor map and Desert Drive is used quite a bit and that it could be reflected on the map. Commissioner Sundloff: Page 15 under policy 1.2 talks about the Main Street/UDOT partnership is there somewhere that I can see this? Commissioner Sommerkorn: There is a new Main Street Plan currently in process with UDOT. It started in 2019 but will be closer to 2022 to start. Could we incorporate that plan into the new General Plan for future Commissioner and Council? Commissioner Hunt: Asks about proposed bike lanes and shifting that one section down to Center Street and asks if it is reflected on the map. Can you put an orange dash as the proposed bike lane or proposed local trail and show it on the place making plan as well as the map on 2.4. Commissioner Hunt: Asks about the definition of Single Family and wonders where it is at in the plan. Mark: The definition is on page 24. Commissioner Hunt: So does the definition apply to any undeveloped land in Kaysville? Mark: The definition is making a distinction between small infill lots and larger properties. So when it is larger they are likely to have some sort of clustering component and the focus would still be on different types of single family that are going to fit in with that sort of neighborhood versus a single family situation. Commissioner Sundloff: Asks about future land use for a new cemetery. In the next 10 years we will be sold out of plots there. Did Landmark look into an additional site in Kaysville? And suggests for City Council to consider. Commissioner Barrus: He likes the changes in the general plan and doesn't have any further comments. Commissioner Sommerkorn: The changes reflect what has been discussed and presented. Commissioner Hunt: Asks Wilf what happens when a school is needed or the old school becomes too small. Commissioner Sommerkorn: The school district used to have planners and they should be anticipating where growth is going to be. Mark: The district doesn't anticipate the need to be here in the future, doesn't mean that there won't be needs in the future. Commissioner Hunt: Since we don't have any future plans for new schools near Kaysville, then if we turn this area by Main Street and mutton hollow into mixed use, it would have a higher potential for density in Kaysville. If we put in mixed use there we would get a large number of families with kids. Are we allowing something that is going to overburden Mutton Hollow and the elementary school close by. Motion: Motion to recommend the General Plan to City Council with these items to consider: - Broad clarifying the intent on certain portions of Main Street and 200 N. There are certain parts of these roads where traffic needs to be a priority and the other consideration come second so that certain choke points in the city become a priority in parts of the goals and policies. How to maximize? - Look at a 30 year horizon of where we want to provide for additional cemetery land. School land acquisition. - On the City Center Preferred Concept add clarification on what is intended in the Mixed Use Commercial Residential zone. - Consider adding Deseret Drive and Old Mill Lane as key community corridors on the multimodal network vision element on map 2.3. - School considerations in terms of capacity - Consider clarity on the bike path on Center Street, whether under or over I-15 for map 2.1 on page 10. - Discuss the need for a slash for Mixed Use/ Commercial semantics. Motion to approve: Commissioner Sundloff Second to approve: Commissioner Barrus Vote: Vote is unanimous Other matters that properly come before the Planning Commission: a. Reports: b. Correspondence c. Calendar: December 2nd Commissioner Sommerkorn will present the General Plan to City Council and Planning Commission will be held December 9th for training. ADJOURNMENT Motion to adjourn by Commissioner Hunt and seconded by Commissioner Sundloff. Meeting was adjourned at 8:26 pm.
