City Planner Present: Bret Hosler
City Counsel Present: Kellen Nielson
City Manager Present: David Johnson
Minutes: Nicole Holliday
Item #1: Len called the meeting to order, and welcomed everyone. Shari made a motion to accept the minutes from August. Ted seconded the motion. It passed.
Item #2: Bret went to some planning meetings in Salt Lake where affordable housing options were discussed. He talked with a man named Stephen Waldrip who is involved in a program called, Rocky Mountain Homes Fund. The commission watched a couple videos about the program. The commission discussed the program a bit. Some questions were asked, but a lot isn't known yet on the program. Bret believes it's an option that can be explored in more detail and can benefit housing opportunities in Blanding and San Juan County. They discussed what the City's role would be in the process.
Item #3: The commission discussed the recommended changes for the zoning ordinances. They discussed ADU's, permitted uses, parking space, commercial zones, lot sizes, etc. etc. The commission felt good about the changes. Shawn made a motion to recommend the changes to the zoning ordinance to the city council. Shari seconded it, and the motion passed unanimously.
Item #4: Bret talked to the commission about buildable space. He explained that all of the different land use zones have requirements for where you can and can't build on the property. The land use has to facilitate all the different things that are going on, such as, utility lines, water lines, sewer lines, natural gas lines, power lines. All these things have to be accommodated. Bret discussed setback requirements and why they have them. Different cities have slightly different requirements. Although the wording is different in every community, the basic concept is pretty much the same. The group also discussed conditional uses.
Item #5: The commission discussed next month's meeting. Bret asked if there was anything in particular that the group wanted to learn more about. They would like a brief review from what they have learned from the past year as some of the commission members are new.
Len made a motion to adjourn the meeting. Ted seconded.
