PLEDGE OF ALLEGIANCE

MAYOR UPDATES: Mike Naiser was unable to come tonight but he updated the mayor and said the Parkers are reviewing the land use agreement between them and the Town before they sign it. Ensign has a sketch drawn up, but they need to get a surveyor up to the springs. The town did get the funding from EQWAG and they won't hear about the other grant until mid to late November. There were 350 applicants, but a lot of money was available also.
To match the money for the second grant application, the town can use $20,000 from the ARPA funding the town received. The council would also like to look at buying touchless sinks, soap dispensers, air blowers, and a water fountain w/a water bottle filler with that funding.
ROADS: Steve Alvey would like the town to look into putting a speed bump on 100 west in front of his house to slow cars down. He's worried about his grandson getting run over. The council said it would be hard for Steve to snow plow on snow days. The best option would be to call dispatch and report the driver and vehicle.
Charles Billingsley called the mayor and said that Howard Hatch's tree will be trimmed by a hired tree service on Wednesday. Charles will be there along with a sheriff's deputy to keep the peace. The bill will be sent to the town, which the town will pay. If Howard doesn't pay the bill it will be sent to Charles and he will have it put on his county taxes. Also Steve Alvey's property is up to code so that case has been closed.
PARK: Doug wondered if there were signs at the park to prohibit camping overnight. Jerry Howell approached him and said there had been campers there recently. Steve had put up the signs, so Doug would let Jerry know they were there and if he see's anyone else camping on the road, he should call dispatch.
PLANNING COMMISSION: Ed would like to PC to meet a couple times a month in case there is anything that needs to be signed during the month.
The PC has been going over different town ordinances for animals so that they can come up with an ordinance that will cover Joseph Town.
MISCELLANEOUS: Haley wondered if she needed to increase the wages for the mayor also when she increased the rest of the employees wages. In the handbook it says that a mayor's wages cannot go over $5,000.00 a year.
Nikole Campbell is now working in the office. Doug, Marty, and Haley hired her. The council needs to give her access to the bank account and to be able to sign checks. Jared motioned to give Nikole access to our bank accounts and be able to sign checks. Doug seconded the motion. All were in favor. The mayor suggested keeping Natalie on as an employee when she is needed.
The town will have a Trunk-or-Treat on Saturday October 30, in front of the JCC at 5:30.
Robert Rodriguez asked if the town had heard anything about FEMA and the flood plains changing. John Spendlove will talk to Ricky and follow up with him and get back to us.
Troy motioned to adjourn the meeting, Jared 2nd the motion all were in favor.
