MONA CITY COUNCIL MEETING OCTOBER 26, 2021 7:30 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember - Absent Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Jay Christensen, Jeff 7 Janae Bell, Tyler Faddis ALSO PRESENT: Myrna Trautvein - Times News, Sara Samuelson DOF, Lyla Spencer - Recorder, Michelle Dalton - Secretary/Treasury OPENING PRAYER: Councilmember Micheal Stringer APPROVAL OF OCTOBER 12, 2021 MINUTES: Councilmember Amy Stanley moved to make a motion to accept the minutes of October 12, 2021, as written, a second was made by Councilmember Micheal Stringer all voted in favor. Councilmember Jay Mecham was not present for the vote. (1st Motion) PLANNING AND ZONING: No Report DELEGATIONS: Recreation Director Melinda Matheson was not present for her report an electronic copy was sent to each councilmember and city recorder, as follows; Basketball registrations ending soon: 3rd/4th Grade Boys and Girls: Registrations end November 1st. Teams will be formed and practices will begin the week of November 1st at Mona Elementary. Games begin Tuesday, November 30th. Games will be played in Mona and Nephi. Cost is $35.00. 1st/2nd Grade Boys and Girls: Registrations end November 14th. Teams will be formed and posted on the registrations site. Games begin Monday, November 29th. Games will be played in Mona and Nephi. Cost is $30.00. Prek/Kindergarten Coed: Registrations end December 13th. Games begin Thursday January 6th. Games played at Mona Elementary. Cost is $25.00. Chad Phillips was not present for the Gas/Water update. Jeff and Janae Bell came in to discuss their ongoing driveway issue. Mayor Mills let them know because they are not on the agenda there will be no decision made, however Mills let them discuses their issue at length. Information is available on the recording. MONA CITY COUNCIL MEETING OCTOBER 26, 2021 7:30 PM SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton said Mona City Council donated $375.00 to Tintic High School and wanted to know if the council would like to continue the donation. After a brief discussion the council decided not to donate in 2021 for the Winter Season. Mayor William M. Mills called for a motion to deny a donation to Tintic High School. Councilmember Micheal Stringer moved to make a motion to deny a donation to Tintic High School, with a second by Councilmember Randy Christensen. All present voted in favor. Councilmember Jay Mecham was not present for the vote. (2nd Motion) Also on Michelle's list to present to the council was the purchase of garbage cans from County Garbage. A brief discussion developed, Mayor Mills then called for a motion to approve the city to purchase garbage cans from Country Garbage. Councilmember Amy Stanley moved to make a motion to purchase garbage cans from Country Garbage with a second by Councilmember Micheal Stringer. All present voted in favor. Jay Mecham was not present for the vote. (3rd Motion) Ballots are out and people are either sending them back to the city via US postal mail for their vote, or bringing them in to the office to drop in the ballot box located in the recorder's Office. City Recorder Lyla Spencer announced that voting is going well, a few people had not received their ballots, Spencer will see what needs done to make sure ballots are received for those who are registered and haven't received one. Along with the ballot report, Spencer has hired two local residents to help count the ballots on Tuesday November 2, 2021. Lorna Squire and Jeri Gilchrist, both have consented to assist with the ballot count. DIRECTOR OF FINANCES: Director of Finance Sara Samuelson present the Mona City Disbursement Listing for checking dated 10/13/2021 to 10/26/2021; Sara asked if there were questions on the disbursement list. There were six (6) checks over the allotted amount of $2,000. There were no questions on the checks. The report is attached for public viewing. COUNCIL BUSINESS: There was one new business license from Good 2 Go Stores #418. John Pearson from Idaho Falls Idaho. He is purchasing Park n Pump, located at 1063 E Highway 54, Mona Utah 84645. John's current address is 1063 E Highway 54, P.O. Box 50430, Idaho Falls, Idaho 83405. MONA CITY COUNCIL MEETING OCTOBER 26, 2021 7:30 PM Mayor Mills called for a motion to issue and approve a business and beer license as described above for Good 2 Go Stores #418, owner John Pearson. Councilmember Randy Christensen moved to make a motion to approve and issue a business & beer license to Good 2 Go Stores #418, John Pearson, with a second by Councilmember Amy Stanley. All present voted in favor. Councilmember Jay Mecham was not present for the vote. (4th Motion) Mayor William M. Mills had some changes to present to the council as follows; Mills switched Councilmember Jay Mecham over Parks & Recreation and Councilmember Frank Riding to oversee garbage. Councilmember Amy Stanley said the annual Santa Clause event will be on Friday December 3rd at 5:30 pm. The event will be held in the Community Center. Councilmember Micheal Stringer will need approval to increase the amount for the skidster from $60,000 as previously approved to $70.000. After a brief discussion Mayor Mills called for a motion to approve the additional $10.000 for the skidster, from $60,000 to $70,000. Councilmember Micheal Stringer moved to make a motion to increase the amount for the skidster from $60,000 to $70,000 with a second by Councilmember Randy Christensen. All present voted in favor. Councilmember Jay Christensen was not present for the vote. (5th Motion) Councilmember Stringer suggested the council renew their contract with PC Development LLC-Jason Clausen an asphalt company out of Mt. Pleasant, Utah for one year, to keep the cost down before prices increase for the 2022 year. Mayor William M. Mills called for a motion to approve a 1 year contract with PC Development LLC-Jason Clausen an asphalt company out of Mt. Pleasant Utah. Councilmember Randy Christensen moved to make a motion to approve a one year contract with PC Development LLC Asphalt Company out of Mt. Pleasant, Utah, with a second by Councilmember Amy Stanley. All present voted in favor. Councilmember Jay Mecham was not present for the vote. (6th Motion) Councilmember Randy Christensen said he met with SIX COUNTY to reapply for the CDBG funding for road replacement on 200 East. FYI: There were seven (7) motions voted upon and passed, a motion to approve the October 12, 2021 minutes, a motion to deny a cash donation to Tintic High School, a motion to purchase garbage cans from Country Garbage, a motion to approve a business & beer license for Good 2 Go Stores #418, a motion to increase the amount for the skidster from $60,000 to $70,000, a motion to approve an asphalt company PC Development LLC, Jason Clausen for a 1 year contract, a motion to adjourn this meeting of October 26, 2021, MONA CITY COUNCIL MEETING OCTOBER 26, 2021 7:30 PM PAY FINANCES & ADJOURNMENT: Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn, a second was made by Councilmember Micheal Stringer; the vote was unanimous by those present; motion carried. Councilmember Jay Mecham was not present for the vote. (7th Motion) The city council meeting was then adjourned at 8:52 p.m., with no further comments.
