28 OCTOBER 2021
7:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the Bicknell Town Council work meeting to order. Council members present were: Kerry Stevens and Weston Johnson. Others present were Kelsey Brinkerhoff, Connie Durfey, Scott Woolsey, Kelly Chappell, and Steve Albrecht. Bryan Brinkerhoff was absent as well as Jim Roche and Carrie Brinkerhoff.
II. KELLY CHAPPELL- WATER PROJECT UPDATE
Kelly and Mayor Johnson discussed having a meeting with the BLM to maybe speed up the processing. Kelly mentioned the BLM had done very little reviewing of the project. Archeologist have come and surveyed the site and there are some questionable sites. Kelly talked about maybe moving the tank, they will get Kelly the final report and he will get it to BLM to approve. Kelly and David Brinkerhoff walked the property earlier today. He discussed some future corrals and livestock feed lot area that we need to stay away from. They will need to be at least 250 feet away from any contaminations. Kelly said that he will have the final plan soon with exact location, well design and electrical plan. Kelly mentioned that the sub-contractors are wanting money to start. Kelly was hopeful that the BLM would look over and approve the plan within a couple months. Steve wondered about the relief fund grant that we put in for, Mayor Johnson told him that they would hopefully know if they got that in mid- November. Kelly explained to the council that the actual money is not borrowed yet it is just approved funding. The loan would go into effect at the sighing date. The council wondered if we did get the other grant if we would have to start over in our loan process. Kelly said he didn't think so and hoped not. Kelly told the council that they have the impact fee schedule that the council requested help with and he will send it over. The council thanked Kelly and he excused himself.
III. STEVE ALBRECHT- SUBDIVISION ORDINANCE
Steve was there to report that the planning and zoning commission had corrected all of the questions/concerns on the sub division ordinance. Also, the planning and zoning added a section about irrigation water that states anyone developing a subdivision must have sufficient irrigation shares of Fremont Irrigation water to sell at least one share of water to each lot in the subdivision. Town culinary water should not be used for irrigation. Steve was going to take the reviewed ordinance to approve and will email it to Carrie or Kelsey so the town council can adopt on November 4th at the council meeting. Connie questioned whether there was a need for a public hearing on the ordinance before it can be adopted. Mayor Johnson said that we would find out what we need to do before the next meeting.
IV. RESIDENTIAL-ANTI- DISPLACEMENT RELOCATION ASSISTANCE PLAN
Mayor Johnson asked if everyone had read the resolution and if they had any questions. There was some discussion about the resolution and Mayor Johnson informed the council that the town needs to adopt it to apply for the CDGB grant that we are working on. Basically, the resolution says if we took land, we would have to relocate the land owners. Everyone was in favor of adopting the resolution. It will be on the agenda to adopt at the November 4th town council meeting.
V. MISCELLANEOUS
Mayor Johnson spoke with the BLM about the overflow pond and they said we could abandon the land and just make it look like it was never there. Scott will work on moving rocks and flatted it out and see about re seeding the brush. Scott will also cap the overflow valve. The council discussed the Christmas celebration on December 4th at the memorial. The town has been invited to decorate a Christmas tree and we will have hot chocolate and turn on the town lights. The fire department will purchase candy and Santa will come on the fire truck. Kelsey will contact Glen Hunsaker to see if he would be willing to be Santa that day.
