1. Call To Order. Susanna Littell (S. Littell) PC Member called the meeting to order at 7:19PM. 2. Roll Call. PC Members S. Littell, Diana Duer (D. Duer) & Robert Marshall (R. Marshall), preset. 3. Presentations. None. 4. Consent Agenda. None. 5. Approval of 8/16/21 Agenda or Changes. S. Littell distributed tonight's 8/16/21 Meeting Agenda in advance of tonight's PC Meeting to all PC Members, with no comments received as of tonight's meeting. S. Littell made a motion to approve the 8/16/21 PC Meeting Agenda as-is with no proposed changes. D. Duer second this motion. The Motion was unanimously approved by all PC Members present. 6. Approval of 6/28/21 Planning Commission Meeting Minutes. S. Littell distributed the 6/28/21 PC Meeting Minutes in advance of tonight's PC Meeting to all PC Members and stated that no comments were received to date by PC members. S. Littell made a motion to approve the 6/28/2021 PC Meeting Minutes, as-is with no changes proposed. D. Duer second this motion. Motion unanimously approved by all PC Members present. 7. Public Comment: Comments taken on land use topics not scheduled for a Public Hearing. Speakers please limit your comments to a few minutes. The Commission cannot act on items not listed on the agenda, so it may not be able to respond. Total time for public comments will be 10 minutes unless Commission agrees to extend. None. 8. Town Engineer Matters & Building Permit Project Status Update. New Town Engineer on Contract - T-O Engineers (Contact Ryan Taylor, P.E., Project Mgr.), 2211 W 3000 S Suite B, Heber, UT 84032, 435-315-3168 Lot 115, 330 W. Bern Way - Howard Property Project Status. No update by Epic Engineering (a Certificate of Occupancy (CO) has not been issued by Epic). Lot 198, 253 Interlaken Dr., - Ball Project Status. No update by TO Engineering. Exposed areas require reseeding for final deposit return to the property owner. PC plans to monitor progress of this last outstanding item. Lot 39, 275 St. Moritz Rd. - New Osborne Home Expansion/Remodel Project Status. TO Engineers update states: 'Drywall inspection complete, and waiting for final inspection to be scheduled.' No issues identified. Lot 172, 355 Bern Way, New 2nd Ekstrom Landscaping Project Status. No update by TO Engineers. Lot 065, 315 Jungfrau Rd. - Barton Deck Extension & Carport Project Status. TO Engineers update states: 'Carport footing inspection complete. Rough Framing Inspection complete.' Lot 111, 259 Matterhorn Circle - Kevin Parsons New Residence Project Status. TO Engineers update states: 'awaiting final inspection.' A 4th request by the public was received by the PC, indicating the dumpster was overflowing, and this matter was addressed by the project. A complaint was also received regarding spilled white paint on the town road, from the project. S. Littell noted very small amounts of latex paint was spilled in front of the project and leading all the way down to the town entrance. The PC informed the property owner of this spill but noted it was very minor. S. Littell did inform the TC in their last TC meeting that the PC was notified by the Property Owner that they were not going to address the guardrail damage, since this occurred by the subcontractor on the town road and not on the property, was a road incident, and indicated the town should file a Sheriff's report to address. Lot 047, 262 Interlaken Dr., New Mike Harrell Remodel Building Permit Project Status. TO Engineers has no update. Lot 047, 262 Interlaken Dr., New Mike Harrell Remodel Site Disturbance Permit Project Status. TO Engineers has no update. Lot 023, 295 Jungfrau Hill Rd - Vermazen Remodel Project Status. TO Engineers has no update. Lot 056, 283 Interlaken Drive, Farrer New Residence Project Status. The Permittee notified the Town Clerk and the PC that they will not move forward with Building Permit work and will sell their Lot. Lot 206, 231 Interlaken Dr., New Derek Becker Roof Alteration Project Status. TO Engineers has no update, however the work looks complete. The PC will reach out to TO Engineers to get inspection status on this project. Lot 117, 328 Bern Way - New Brandon Broadstone Residence Building Permit Project Status. Project drawings were received on 7/28/21, and the PC and TO Engineers submitted plan review comments for this project for the customer to address. The project's 2nd submittal fully addressed all of TO Engineers and PC plan review comments. Considering this, S. Littell motioned for the PC to recommend Building Permit approval by the TC at the next TC Meeting. D. Duer second this motion, Motion was unanimously approved by the PC. 9. Other Business. 2nd Possible PC Member Resignation and vacancy filling. Candidate Sue Colum attended tonight's PC meeting and is interested in participating in the PC. 10. Action Item Update from Previous Meetings. None. 11. Adjournment. D. Duer motioned to adjourn the PC meeting at 8:01PM. D. Duer 2nd this motion. Motion is unanimously approved by all PC Members.
