CONSENT ITEMS Any point of order or issue regarding items on the Agenda or the order of the agenda need to be addressed here prior to the approval of the agenda. 3.1 APPROVAL OF AGENDA 3.2 APPROVAL OF MEETING MINUTES FROM SEPTEMBER 21, 2021 4. SPECIAL ORDER Special orders will proceed as follows: Chair introduction of item, staff presentations, Questions by Board, Chair opens public hearing, citizen input; Chair closes public hearing, then Board final discussion 4.1 PUBLIC HEARING: TO HEAR COMMENT IN SUPPORT AND OPPOISTION TO THE FISCAL YEAR 2022 AMENDED BUDGET 5.
