KANE COUNTY VOTER INFORMATION PAMPHLET FOR NOVEMBER 2, 2021 GENERAL ELECTION PROPOSITION 10 Shall a government body be established to: Create the Zion Area Public Transit District ('the District') limited to the geographic boundaries of Kanab City and unincorporated area of Kane County, that: creates and operates a public shuttle bus system that serves Kane County residents and visitors to and from stops in Kanab, the East Zion area including the proposed new Zion National Park visitor center, stops within Zion National Park and surrounding areas, and additional parking areas and stops within the District; Provides support to existing and future planned hiking and biking trails, residential and vacation lodging, restaurants, guides and outfitters, and other businesses; and DOES NOT levy taxes upon taxable property or impose a sales and use tax; Will work to obtain funding through private donations, local, state, and federal grants and may charge user fees; Will be governed by a Board of Trustees who shall be selected in accordance with Utah law; Uses a funding method that is estimated to have a $0.00 financial impact to District residents. Argument for: Residents of Kanab City and unincorporated Kane County will have the opportunity to vote on Proposition 10 this election. I wholeheartedly support this proposition! It will: Make the experience at Zion National Park better by reducing crowding in Zion Grow and diversify Kane County's economy by creating more jobs Protect our beautiful land and air quality by using electric shuttle busses and decreasing the amount of cars inside the park The best part? It won't raise taxes. Proposition 10 DOES NOT levy taxes upon taxable property or impose a sales and use tax. Fiscal estimates of the proposition indicate a $0.00 financial impact of residents. The District will obtain funding through private donations, local, state, and federal grants and may charge user fees of the bus system. Passage of the proposition and the ensuing bus system will provide needed infrastructure support to existing and future planned hiking and biking trails, residential and vacation lodging, restaurants, guides and outfitters, and other businesses. Whenever the government seeks to do good for the public it weakens the free-enterprise system and weakens the public to be dependent on the government.
