- CLEARFIELD CITY COUNCIL AGENDA AND SUMMARY REPORT October 19, 2021 - WORK SESSION Revised: October 18, 2021 Multi-Purpose Room 55 South State Street Second Floor Clearfield, Utah 6:00 P.M. SPECIAL SESSION CALL TO ORDER: Mayor Shepherd 1. CONSIDER APPROVAL OF THE RELEASE OF FIRST RIGHT OF REFUSAL ON THE NORTH DAVIS FIRE DISTRICT PROPERTY LOCATED AT 88 EAST CENTER STREET BACKGROUND: The City sold North Davis Fire District (NDFD) the Station 42 property and retained a Right of First Refusal (ROFR), which would allow the City to buy the property back if ever NDFD intended to sell, lease, or change the use of the property. In order to finance the construction of a new fire station to replace Station 42, the NDFD's Building Authority will be issuing Lease Revenue and Refunding Bonds on October 19, 2021. NDFD is requesting that the ROFR be released temporarily for as long as the bonds are outstanding or the term of the ground lease between NDFD and its Building Authority, whichever is shorter. RECOMMENDATION: Approve the Release of First Right of Refusal on the North Davis Fire District property located at 88 East Center Street and authorize the Mayor's signature to any necessary documents. **ADJOURN SPECIAL SESSION AND RECONVENE IN CITY COUNCIL WORK SESSION** CITY COUNCIL WORK SESSION IMMEDIATELY FOLLOWING SPECIAL SESSION Discussion on the Final Subdivision Plat for the Heritage East Subdivision located at approximately 1100 South 1000 West (TIN: 12-051-0062) Discussion on Amendments to Form Based Code's Development Standards Discussion on the Creation of a Military Installation Development Authority (MIDA) Project Area for Lakeside Square Redevelopment **ADJOURN AS THE CITY COUNCIL AND IMMEDIATELY RECONVENE AS THE CDRA IN A WORK SESSION** CDRA WORK SESSION Discussion on the Extension of Collection of Tax Increment in the Clearfield Station Community Reinvestment Project Area Due to the COVID-19 Emergency **ADJOURN AS THE CDRA ** Dated this 18th day of October, 2021. /s/Wendy Page, Deputy Recorder
