Description/Agenda
Joseph Town Council MINUTES September 2, 2021 PRESENT: Mayor Campbell, Doug Nowell, Troy Campbell, Mike Naiser, Mike and Tonia Jorgensen PRAYER: Troy Campbell PLEDGE OF ALLEGIANCE Minutes were read, Troy motioned to accept the minutes, Doug seconded the motion. All were in favor. MAYOR UPDATES: Haley talked with Steve Wall with the county about the situation with Lonnie White. He told her if anyone should pay him back it should be the county. He didn't feel like the county should have to pay him back because the county hadn't been charging them until recently anyway. The first information Haley got back from the secretary said the county owed Lonnie, he had been double paying. She was out of town so she will wait to talk to her when she gets back. PLANNING COMMISSION: Mike Jorgensen bought the property straight west of his house, through to the road. He would like to put power into that lot. He is storing his trailers on the lot and would like power to hook them up. He needs a building permit signed in order to get it hooked up. Ed did not want to sign it without going over it at a PC meeting, but Doug thinks Ed thought Mike wanted to bring the power all the way from his house. There is already a power pole at the property. The mayor talked to Ed and he said if the council feels ok about it, he's fine with it. Troy asked if the Gays were ok with him running the line across the corner of their property. Mike said they were fine with it. The mayor signed the permit and said he would let Ed know. Howard Hatch came to the PC meeting asking a lot of questions. He hasn't brought anything to the committee about his trailer park in writing. The PC is wondering how they should proceed with the mobile home park he is suggesting. Mr Hatch has said that they will be rentals, then he says they will be owned by individuals, but then he says they will have to pull through lots so they can come and go. The picture that he brought in is suggesting 4 septic tanks. The drawing also showed the splitting of the road into two roads. To amend the subdivision, he needs to get permission from the existing neighbors, because they bought into an existing subdivision, not a mobile home. The PC told him before anything occurs he is going to have to install a water line. The Town does not have an ordinance on Mobile home parks and the PC would like direction from the town council. The PC is also looking into capping Airbnb homes in Joseph. Richfield is also trying to do that, but the lawyers are telling them they will lose. Doug said the town should just make sure and get a business license out of them and transient Room taxes. WATER: Mike said the federal grant program still doesn't have an answer for our USDA grant. He feels like they are pushing back a bit, after the requested increase in funds, and he wants to say he's still positive we will get the money, but he's not sure what to think right now. There is a new program that is matching the ARPA money for COVID relief and one of the options to spend the money on is sewer or water projects. The town does not have to match the grant 1:1, they can decide how much they want to put forth. Obviously the more the better. Mike suggested putting in for the matching funds and using the money to update the lower spring which hasn't been touched in 10 years to help with water supply. The application has to be sent in by the 15th. Mike said it's not a hard application. Troy made a motion to have Mike go ahead with the application process and then the council would get back to him on how much the town would match, later. Doug 2nd the motion. All were in favor. The mayor also suggested using some of the funds the town received from the ARPA to install touchless sinks, soap dispensers, hand towels, and a drinking fountain for the building. BUILDING: Gary Reid wondered if he could have a key to the office so that he can get in for the emergency radio check and not have to bother anyone to come open it for him. He is providing a service to our town. The council was ok with him getting one. ROADS: On the corner of 100 West 100 North the cars are cutting the corner and driving on the dirt instead of staying on the road, to avoid the dip in the road for the water. Doug will get with Steve to put big rocks there to stop the traffic. MISCELLANEOUS: Doug wondered how much money was made on the 4th of July. Haley wasn't at the meeting to tell them. The 4th of July Committee wondered if the funds should be taken over by the committee, because there was a lot of help this year, also Haley would not have to be over them. The Green Valley Church (Robert & Robyn) helped a lot and also Ed and Stacy Payette. There was too much meat ordered, but they thought there would be more people at the dinner. Also the committee wondered if they should go back to a 12:00 starting time. When the whole council is there Doug would like to go over it and see what everyone's input is. Bishop Levie asked if they could paint pickleball lines on the basketball court at the park. The mayor said to get with Steve and it would be fine. Resolution 9.2.2021 was passed to cancel the upcoming election. The mayor read the resolution. Doug made a motion to accept the resolution, Troy 2nd the motion. All were in the favor. Haley is looking for help in the office. There were two applicants Nikole Campbell and Shyloh Perkes. Doug and Marty will get with Haley to go over the applicants and decide who to hire. Because Troy, Jared, and Jesse are related to one applicant they will not have any say in the hiring process. Doug motioned to adjourn the meeting, Troy seconded the motion. All were in favor.
