Description/Agenda: 1. Call To Order. Susanna Littell (S. Littell) PC Member called the meeting to order at 6:20PM. 2. Roll Call. S. Littell, Robert Marshall (R. Marshall), Diana Duer (D. Duer), and Steve Wilson (S. Wilson) PC Members present. 3. Presentations. None. 4. Consent Agenda: None. 5. Approval of 6/28/21 Agenda or Changes. S. Littell distributed tonight's 6/28/21 Meeting Agenda in advance of tonight's PC Meeting to all PC Members, with no comments received as of tonight's meeting. S. Littell made a motion to approve the 6/28/21 PC Meeting Agenda with only one change to Item #9 (Other Business) - to add 'PC Member Resignation (Steve Wilson), and vacancy filling' as an item of discussion for Item #9. D. Duer second this motion. The Motion was unanimously approved by all PC Members present. 6. Approval of 5/17/21 Planning Commission Meeting Minutes. S. Littell distributed the 5/17/21 Draft PC Meeting Minutes in advance of tonight's PC Meeting to all PC Members, and to a member of the public who requested a correction to the background information regarding Item #9 (Other Business). S. Littell did incorporate the requested change (addition) of an 'Attachment A' to the 5/17/21 Meeting Minutes, to provide additional information and clarification of information discussed relating to Item #9 (Lot 174 Variance Request), and with no comments received to date by PC members. S. Littell made a motion to approve the 5/17/2021 PC Meeting Minutes with the proposed addition of Attachment A content. D. Duer second this motion. Motion unanimously approved by all PC Members present. 7. Public Comment: Comments taken on land use topics not scheduled for a Public Hearing. Speakers please limit your comments to a few minutes. The Commission cannot act on items not listed on the agenda, so it may not be able to respond. Total time for public comments will be 10 minutes unless Commission agrees to extend. None. 8. Town Engineer Matters & Building Permit Project Status Update. New Town Engineer on Contract - T-O Engineers (Contact Ryan Taylor, P.E., Project Mgr.), 2211 W 3000 S Suite B, Heber, UT 84032, 435-315-3168 Lot 115, 330 W. Bern Way - Howard Property Project Status. No Update by Epic Engineering. Lot 198, 253 Interlaken Dr - Ball Project Status. No Update by TO Engineers. Road Damage Deposit was recommended to be returned in full, and a portion of the remaining project deposit ($1,000) is being held until reseeding of all disturbed areas is performed and completed. Lot 129, 333 Interlaken Dr. - Wilcox Project Status. No Update by TO Engineers. The Town and the Property Owner have resolved the road damage matter and this project can be closed. Lot 39, 275 St. Moritz Rd. - New Osborne Home Expansion/Remodel Project Status. No Update by TO Engineers. Work is progressing. Lot 065, 315 Jungfrau Rd. - Barton Deck Extension & Carport Project Status. No Update by TO Engineers. Lot 111, 259 Matterhorn Circle - Kevin Parsons New Residence Project Status. No Update by TO Engineers. S. Littell reached out to the Property Owner and Contractor regarding the status of the Guardrail repair, and also the overfull dumpster. The Dumpster was emptied on the week of the 15th. However, the guardrail matter was not addressed, and S. Littell will bring this matter to the TC during their next meeting to see if they wish to take any action regarding this matter. Lot 023, 295 Jungfrau Hill Rd - Vermazen Remodel Project Status. No Update by TO Engineers. Lot 172, 355 Bern Way, New 2nd Ekstrom Landscaping Project Status. No Update by TO Engineers. Lot 047, 262 Interlaken Dr, New Mike Harrell Remodel Building Permit Project Status. This project entails the addition of a carport and upper level interior alteration and expansion of the existing 2nd floor. No Update by TO Engineers. Materials appear to be properly managed. The PC Needs to take pictures of the roadway and the ROW to document 'pre-construction' status (on and in the vicinity (100 feet upstream and downstream) of the project. Lot 047, 262 Interlaken Dr, New Mike Harrell Remodel Site Disturbance Permit Project Status. This landscaping and site grading project. This project submitted the 1st set of drawings, of which the PC and TO Engineers provided an initial set of comments, of which included concerns regarding a proposed shed on the property east line (with no dimensions specified for the shed). The Owner submitted a 2nd drawing submittal that fully satisfied all PC comments, but no update from TO Engineers has been received to date. However, it appears that most (if not all) of TO Engineers concerns for this project was related to the proposed shed. S, Littell noted that a shed is now no longer being proposed for this Site Disturbance Permit project. Considering this, S. Littell made a motion for the PC (at the next TC Meeting) to recommend Conditional Approval of this permit by the TC (at their next TC Meeting), pending receipt of TO Engineer's acceptance of this project's 2nd plan submission by the next TC meeting (to occur on the 2nd week of July). S. Wilson Second this motion. The motion was unanimously approved by all PC Members. Lot 056, 283 Interlaken Drive, Farrer New Residence Project Status. No Update by TO Engineers. S. Littell noted that the TC approved this Building Permit in their last TC meeting. Pre-work commencement project pictures' are required for this project. Lot 206, 231 Interlaken Dr., New Derek Becker Roof Alteration Project Status. Permit Application and fees submitted for this interior alteration project. Property Owner got with TO Engineers to determine what submittals and calculations will be needed. No review comments are needed by the PC. Considering this, S. Littell made a motion for the PC to recommend Conditional Approval of this permit by the TC (at their next TC Meeting), pending receipt of TO Engineer's acceptance of this project's Building Permit plan submission and required engineering calculations by the next TC meeting. D. Duer second this motion. The motion was unanimously approved by all PC Members. 9. Other Business. PC Member Resignation (Steve Wilson), and vacancy filling. PC Members thanked S. Wilson for his service - he was a great contribution to the PC. Thank you Steve!!! 10. 10. Action Item Update from Previous Meetings. None 11. Adjournment. D. Duer motioned to adjourn the PC meeting at 6:58PM. S. Wilson 2nd this motion. Motion is unanimously approved by all PC Members.
