Description/Agenda: 1. Call To Order. Susanna Littell (S. Littell) Called the meeting to order @ 6:12 PM 2. Roll Call. S. Littell, PC Member preset, and Diana Duer (D. Duer) PC Member present. 3. Presentations. None. 4. Consent Agenda: None. 5. Approval of 3/22/21 Agenda or Changes. S. Littell distributed tonight's 3/22/21 Meeting Agenda in advance of tonight's PC Meeting to all PC Members, with no comments received as of tonight's meeting. S. Littell made a motion to approve the 3/22/21 PC Meeting Agenda as-is with no changes. D. Duer second this motion. Motion unanimously approved by all PC Members present. 6. Approval of 2/16/21 Planning Commission Meeting Minutes. S. Littell distributed the 2/16/21Minutes in advance of tonight's PC Meeting to all PC Members, with no comments received to date. S. Littell made a motion to approve the 2/16/2021 PC Meeting Minutes as-is with no changes. D. Duer second this motion. Motion unanimously approved by all PC Members present. 7. Approval of 3/1/21 Planning Commission Emergency Meeting Minutes. S. Littell distributed the 3/1/21Emergency PC Meeting Minutes in advance of tonight's PC Meeting to all PC Members, with no comments received to date. S. Littell made a motion to approve the 3/1/2021 PC Emergency Meeting Minutes as-is with no changes. D. Duer second this motion. Motion unanimously approved by all PC Members present. 8. Public Comment: Comments taken on land use topics not scheduled for a Public Hearing. Speakers please limit your comments to a few minutes. The Commission cannot act on items not listed on the agenda, so it may not be able to respond. Total time for public comments will be 10 minutes unless Commission agrees to extend. None. 9. Town Engineer Matters & Building Permit Project Status Update. New Town Engineer on Contract - T-O Engineers (Contact Ryan Taylor, P.E., Project Mgr.), 2211 W 3000 S Suite B, Heber, UT 84032, 435-315-3168 Lot 115, 330 W. Bern Way - Howard Property Project Status. The property owners reached out to TO to request a CO Inspection. TO informed the Owner that they (TO) were not authorized by the town to perform the inspection and that the property owner would have to coordinate this activity with Epic Engineer. The Town (Clerk) did also inform the property owner that they would need to reach out to Epic Engineering directly to perform the CO Inspection (because they performed the plans review and all other inspections on this project). The Property Owner reached to Epic and they are now coordinating their CO Inspection with Epic Engineering. Lot 198, 253 Interlaken Dr - Ball Project Status. The Town issued a CO for this project. The town is retaining some deposit to ensure exposed graded area reseeding and driveway concrete work has been completed. Lot 129, 333 Interlaken Dr. - Wilcox Project Status. The Town issued a CO for this project. The town is retaining some deposit to ensure exposed graded area reseeding work (performed last fall) is fruitful (the seeded area vegetation sprouts). The owner indicated that the property has been reseeded but there are no signs of this yet. Lot 39, 275 St. Moritz Rd. - New Osborne Home Expansion/Remodel Project Status. No update from TO Engineers. But the project is progressing. Lot 065, 315 Jungfrau Rd. - Barton Deck Extension & Carport Project Status. No update from TO Engineers. Lot 111, 259 Matterhorn Circle - Kevin Parsons New Residence Project Status. No update from TO Engineers. S. Littell noted that the Planning Commission received a complaint regarding material and wastes migrating throughout the site and off site, and this appears to be relating to improper waste management and not covering the construction dumpster, which is overfilled. S. littell reached out to the Contractor and Property Owner regarding this issue last Wednesday and last Thursday the dumpster was emptied. S. Littell sent an email to the Contractor and Owner requesting they walk the entire property and areas off the property and remove all wastes. Lot 023, 295 Jungfrau Hill Rd - Vermazen Remodel Project Status. No update from TO Engineers. Lot 172, 355 Bern Way, New 2nd Ekstrom Landscaping Project Status. No update from TO Engineers. Lot 047, 262 Interlaken Dr, New Mike Harrell Remodel Project Status. Building Permit issued by the Town. Lot 056, 283 Interlaken Drive, Farrer New Residence Project Status. First set of Drawings were received. The planning Commission have not yet reviewed or commented on this project, but will do so prior to the next PC meeting. 10. Other Business. None. 11. Action Item Update from Previous Meetings. The only Items are 1) Town Council needs to review and consider approving the PC's recommended Code Changes proposed in June 2020; and the TC needs to reach out to MAG or another consultant to review the Town code for consistency. Both Itens Tabled. 12. Adjournment. Littell motioned to adjourn the PC emergency meeting at 6:28PM. D. Duer 2nd this motion. Motion is unanimously approved by all PC Members.
