Description/Agenda: 1. Call To Order. Susanna Littell (S. Littell), Planning Commission (PC) Member called the meeting to order at 6:12 PM. 2. Roll Call. S. Littell, PC Member preset, and Robert Marshall (R. Marshall) PC Member present. 3. Presentations. None. 4. Consent Agenda: None. 5. Approval of 2/16/21 Agenda or Changes. S. Littell distributed the 2/16/21 Agenda in advance of tonight's PC Meeting to all PC Members, with no comments received to date. S. Littell made a motion to approve the 2/16/2021 PC Meeting Agenda as-is with no changes. R. Marshall second this motion. Motion unanimously approved by all PC Members present. 6. Approval of 1/19/21 Planning Commission Meeting Minutes. S. Littell distributed the 1/19/21 Agenda in advance of tonight's PC Meeting to all PC Members, with no comments received to date. R. Marshall requested a change to add the Art Lang Solar Permit project to Item #8 of the Meeting Minutes. S. Littell made a motion to approve the 2/16/2021 PC Meeting Agenda with the one change proposed by R. Marshall. R. Marshall second this motion. Motion unanimously approved by all PC Members present. 7. Public Comment: Comments taken on land use topics not scheduled for a Public Hearing. Speakers please limit your comments to a few minutes. The Commission cannot act on items not listed on the agenda, so it may not be able to respond. Total time for public comments will be 10 minutes unless Commission agrees to extend. None. 8. Town Engineer Matters & Building Permit Project Status Update. New Town Engineer on Contract - T-O Engineers (Contact Ryan Taylor, P.E., Project Mgr.), 2211 W 3000 S Suite B, Heber, UT 84032, 435-315-3168 Lot 115, 330 W. Bern Way - Howard Property Project Status. No updates from Epic (this project is assigned to be finished by Epic). S. Littell noted that we identified construction materials and wastes flying off the property. S. Littell sent an email request to the property owner requesting his assistance addressing this matter. S. Littell also noted that there appears to be persons living or residing on the property, and that there has been no final inspection scheduled, and no CO or Temp CO issued yet for this project. S. Littell indicated that the Safety related items of the Final Inspection should be fully addressed and that this was in the best interest of both the Town and the Property owner to address to, to minimize any liability associated with a possible safety issue on their project. Lot 198, 253 Interlaken Dr - Ball Project Status. Temp CO was issued. A portion of the deposit and the final CO will be held (not issued) until the remaining concrete driveway work and the reseeding of graded areas is performed. Lot 129, 333 Interlaken Dr. - Wilcox Project Status. TO indicated in their report that all Building items have been complete and Final CO can be issued by Town. Final CO will be issued, with some deposit retained to ensure seeded graded areas come up in the spring and Town roadway repairs are made/resolved. Lot 39, 275 St. Moritz Rd. - New Osborne Home Expansion/Remodel Project Status. No update by TO. Lot 065, 315 Jungfrau Rd. - Barton Deck Extension & Carport Project Status. No update by TO. Lot 111, 259 Matterhorn Circle - Kevin Parsons New Residence Project Status. TO indicated that the project passed their Sheer Wall inspection. S. Littell noted intermittent waste management issues have been a challenge on this project. Lot 023, 295 Jungfrau Hill Rd - Vermazen Remodel Project Status. No update by TO. Lot 172, 355 Bern Way, New 2nd Ekstrom Landscaping Project. No update by TO. Lot 162, 248 Interlaken Dr., Art Lang Solar Permit. S. Littell noted that this project was completed. Lot 047, 262 Interlaken Dr, New Mike Harrell Remodel Project. No plans received yet for this project. Lot 135, New Thornock Residence Project. No plans or Fees received yet for this project. 9. Other Business. None. 10. Action Item Update from Previous Meetings. Tabled. 11. Adjournment. Littell motioned to adjourn the PC emergency meeting at 6:37PM. R. Marshall 2nd this motion. Motion is unanimously approved by all PC Members.
