Bicknell Town Work Meeting
30 September 2021
7:00 P.M.
. OPEN MEETING/ROLL CALL
Mayor Johnson called the meeting to order. Council members present were Bryan Brinkerhoff and Weston Johnson. Others present were Carrie Brinkerhoff, Connie Durfey, and Kelsey Brinkerhoff.
. ITEMS TO BE DISCUSSED
Transient Tax Ordinance. Mayor Johnson read the entire ordinance while council members followed along. There was some discussion on who would pay this, would it include the short-term rentals or just motels, would the money have to go into a certain fund, and what can the money be used for. Mayor Johnson and Carrie said it would be a contract with the State of Utah tax commission and that once the ordinance has been passed Carrie will be in contact with them to get this started. It would be a 1% tax on public accommodations charges. Everyone thought this would be a good way to increase our revenue even though it won't be much.
Subdivision Ordinance. Everyone had read the ordinance in full prior to tonight's meeting. Both Bryan and Weston had questions on a few things. After some discussion the board decided that it would be best to meet with planning and zoning or at least one of them to talk about some of the issues we see. Some of the major problems with it were, needing to specify 3 or more lots, not having 2 public hearings, no cul-de-sacs, and why the town would need an engineer. They will try to make a plan to discuss these concerns with planning and zoning before the ordinance can be approved.
Water Rate. Mayor Johnson informed the board that they put in for the other grant money to help with the water project and she will know the outcome by the end of November. There was some discussion about where to charge commercial rates and residential. The board is leaning towards stock watering to be residential since in fact most are residential hook ups. Major Johnson suggested waiting until January 1 to start the new rates, everyone agreed Connie will bring the resolution next week so the board can pass it.
Water Survey. The Central Utah Public Health did a water survey and we got marked down for a few things. Scott needs to be trained in cross connection and needs to be checking fire hydrants once or twice a year, and we have not publicly raised awareness about cross connection. The mayor will let Scott know about getting trained in cross connections and checking the fire hydrants yearly. Carrie included cross connection awareness in the newsletter for October. There were a few questions on the water measurements that they collected, which seemed to be more than we are actually getting. Mayor Johnson said she would like to call the CUPH and see if we can request another survey.
Tree Removal. Mayor Johnson wants to get the trees removed around the town hall to prevent future flooding of the building, mostly the front office. The pine cones and needles get caught in the drain and plug it up, so the water is backed up and leaks through the roof. She got a bid from a company out of Monroe which at first was $6800. Then after discussing with him further, he wanted to get more business in the county so agreed to give Bicknell Town a discount and would only charge $5440.00. Mayor Johnson thinks this would be the cheapest way to prevent the flooding because changing the roof would be a major project and would involve much more money. The town council agreed with Mayor Johnson and will bring it up in the meeting in October.
Five Year Plan. Mayor Johnson discussed that the town needed to start thinking of a five-year plan. There are several projects that are in great need. Some that were pointed out were a tractor to pull the mower for weeds. Roof at the town park building as well as the doors and bathrooms at the park. Mayor Johnson will start coming up with a list to work and save towards in the next five years starting with the most urgent first.
ADJOURNMENT
Mayor Noreen made the motion to adjourn at 9:30, Weston seconded, all ayed.
