To submit a comment or question please contact the staff planner via email or leave a voicemail, your questions will be answered within a week after the comment window has ended. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ACTIVE PROJECTS // Updated December 28, 2021 This is a list of active projects open for public comment. The list is updated bi-weekly. HOMELESS RESOURCE CENTERS AND SHELTERS ZONING TEXT AMENDMENTS This proposal changes the way permanent homeless resource centers and homeless shelters are regulated in the zoning code. The project was initiated by Mayor Mendenhall on October 21, 2021 with the following proposal: - Part 1: Prohibit any new permanent homeless resource centers and homeless shelters from being in the city by making them prohibited uses in the land use tables found in the zoning code; - Part 2: Update the conditional use standards and regulations that are specific to homeless resource centers and homeless shelters; and - Part 3: Consider creating a different definition for a temporary overflow homeless shelter in the zoning code and allowing the use in some zoning districts. The initiation from Mayor Mendenhall included a notice of pending ordinance. This notice allows the City to put any proposal that may be subject to the proposed change in the ordinance on hold for a period of 180 days. The 180 day period gives the city the time to craft regulations and take the proposal through the adoption process. This is a complex project that involves each of the three parts listed above and that necessitates other changes. While the goal is to have this project move forward as one proposal, some aspects of the proposal may be separated out based on input and how complexity discovered during the public outreach process. Council District: Citywide; the CG, D-2, and D-3 zoning districts are located in Council Districts 2, 4, 5. Adding temporary/emergency overflow shelters may impact multiple zoning districts found throughout the city. The Ballpark Station Area Plan will encompass the area that runs roughly between 900 South to 1700 South, and State Street to I-15. The purpose of the Area Plan is to guide future development to support the livability of the area and to support the future growth in residential, office, restaurant, and retail uses. The Ballpark Station Area Plan draft recommends 'Big Moves' that will help transform the Ballpark Neighborhood and guide growth in the area. These goals include: - Create and apply a Ballpark neighborhood specific Transit Supportive Zone. - Reconfigure the Ballpark TRAX station - Improve 1300 South for pedestrians - Create a sense of place at and around the Ballpark - Repurpose parking lots and underutilized properties to add activity to the Heart of the Neighborhood - Invest in community amenities and green space to balance density with livability factors. The draft plan will also establish goals and strategies to enhance the livability of the area to accommodate the anticipated growth, identify character areas, identify pedestrian and transportation connections, address future land use, and consider green space within the area. Salt Lake City's Planning Division is seeking responses to the draft Ballpark Station Area to solicit comments and help identify any concerns to the small area plan. Once public comments have been received, the Ballpark Station Area Plan will be updated to better meet the needs of the Ballpark and the wider Communities.
