JOSEPH TOWN PLANNING COMMISSION MEETING
August 31, 2021
PRESENT:
Commission members: Sue Gestring, Vic Middleton, Doug Nowell, Brent Parker, Ed Payette, Peggy Smith, Terry Smith
Guests: Howard Hatch
The meeting was held at the Joseph Community Center and called to order by Ed Payette at 7:03 p.m.
APPROVAL OF MINUTES: Motion: Ed motioned to accept the minutes of July 27, 2021. Motion seconded by Brent and passed unanimously.
AGENDA ITEMS:
Howard Hatch: plans for trailer park by cemetery based on the existing subdivision which is not zoned for mobile homes and single-wide mobile homes are not allowed in Joseph. It is zoned for residential. His updated plans would require approval from the Cook, Johnson, and Smith families based on the original subdivision plans. It would also require the vacating of a town street. Also of concern is that Joseph is on a septic system, not sewer, and is not prepared for small lots. Each unit will need its own septic tank system. Hatch noted plans were preliminary at this time.
AirBnb/STR: No new information was brought to the meeting. Vic is waiting for information from Richfield and Elsinore, however, it will be a couple months before Richfield will have anything available as what they submitted was rejected by the attorney.
Large Animal Ordinance: Not done yet.
Ordinance books update: We need to start meeting and update all ordinance books to ensure we are all using the newest versions of ordinances. In the fall we will begin meeting several times a month to accomplish this. A meeting schedule will be worked out.
TOWN COUNCIL REPORT: Doug Nowell - nothing to report. Ed requests Doug to ask the Town Council for their guidance on how to proceed with mobile home parks.
ADJOURNMENT: Motion: Peggy motioned to adjourn at 8:10 and the meeting was adjourned.
