Lovell OTHERS Oak City Days Chair Patrick Finlinson Nathan Nielson Council Member Stewart Rowley was not in attendance. The following agenda items were considered: A. Invocation. Monica-Aye. D. Oak City Days Discussion. Pat felt like everything was ready. Some people feel it is not right to even have Oak City Days due to the continued threat of COVID, but others are all for it. Pat is encouraging everyone to be cautious and not come if they are not feeling right about it. Hope there is just no feelings over it in any way. They are taking precautions. Will encourage all those serving the dinner to wear masks. They will be broadcasting the choir concert on you-tube. Dave stated that the only concern he has is that they did a broadcast before and there was an issue with the fact that some of the songs which were broadcast were copyrighted but hopefully no problems will occur this year. DeAnn Steele, Oak City Treasurer, believes she ought to be able to do credit cards for the dinner payments. The Mayor thanked Patrick for his efforts. E. Discuss Planning and Zoning Recommendation Concerning Roads Discussed on August 17, 2021 Planning and Zoning Meeting. The Mayor reported that in the end, the Planning Zoning Commission tabled the discussion hoping to have time to work out property lines that would allow all properties to be adjusted to allow for a future road on the West end of the properties being discussed. The Mayor reported on what the issues are and what is being looked at to fix the situation. Some of the main issues are: the area has become a subdivision even though they did not come to the Town and set up a subdivision. One Lot would be less than one acre and would require a variance. The Planning and Zoning Commission asked the Mayor to talk to Craig and Jackie and have them talk to the property owners to see if they would be able to work out a compromise on lot size as Craig and Jackie are the one that sold the lots. The Mayor will talk to the Town Attorney and see what can be done as far as going back now and enforcing the regulations on these lots with those that created it, Craig and Jackie. Dallin got with Adam Perschon from Jones and DeMille and got the roads set up so a master map will be worked on now. F. Discuss and Possibly Adopt Resolution 2021-05, Appointment of the Mayor as the Administrative Official over Planning and Zoning. The Mayor asked the Town Attorney how best to handle the issue of removing the trailer that has been discussed at a couple of the last Town Board Meetings. He said the Mayor needed to be officially appointed by the Town Council as the Administrative Official over Planning and Zoning in order to have the legal right to remove the trailer, therefore; Resolution 2021-05 was created. Dallin moved, seconded by Dave, to adopt Resolution 2021-05. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Monica-Aye. Dallin-Aye. G. Discuss Possible Connection Fee Increase for Power Connections. Dave reported that over the last several years, he has noticed that the Town is not making the money back to keep up with the costs of new power service connections. Costs of new power lines are going up. He went through what other communities are charging for new power connections. Most are $4,000 or so. Fillmore is looking at raising to $5,000. Dave suggested going from the current $2,800 to $3,800. This would allow the Town to recover most of the current costs. Could monitor this and if okay leave, if necessary, make another increase in the future. Will raise the fee for a new power connection to $3,800. H. Discuss and Possibly Adopt Resolution 2021-06, Consolidated Fee Schedule. Dave moved, seconded by Monica, to update the Consolidated Fee Schedule by increasing the Power Connection Fee to $3800.00. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Monica-Aye. Dallin- Aye. I. Public Comment. There was no public comment. J. Financial Report. The Financial Report was read and approved by Board Action. Two parties on the past due list have paid a little and are working on paying more so looking pretty good. K. Departmental Reports. Stewart Rowley. Was not in attendance and had left no report. Dallin Christensen. Last Saturday helped plant 14 of the trees that the Tree Committee had purchased. 13 were planted at the Park and 1 at the Cemetery. Did some work on sidewalks but still working on this. Topped off fuel tanks. Went around and trimmed where the light poles are to accommodate the Oak City Days Flags. Will put the flags up tomorrow. As far as the storms went, Dallin felt like the Town fared pretty well. Might need to put a little gravel in on the 100 North by Yogi Evans as it puddled some. Will be ordering some more sand bags. There were a few homes that received flood damage. Monica Niles. Getting bids on the Pavillion has been difficult. She has still not gotten bids from two parties even though she has called many times. Shingles were bid at $6,470 with metal coming in at $8,750 that is just soffit and fascia. The total would be $14,377.00 for aluminum and the total for metal $19,121.00. Very expensive no matter what is done. She didn't feel aluminum would last. If the project is done, the shingles are two or three weeks out and the metal about six weeks out. Discussed options such as waiting a year to do the project or doing it in different ways. Maybe just fix the lights under the Pavilion for now. Decided to just go ahead with the entire Pavilion Project with the Metal. Shim suggested putting a yard light at the end of the Pavilion. For the Bell Tower, the cedar shakes will be $3,600 and the paint $1,200. Wood for the Hall Stage would be $10,050. The prices for all of these projects are fluctuating up and down almost daily but they are probably not going down significantly. There has ben some vandalism near the Park, Hall, and Fire Station. Monica would like to get some cameras set up in the area. Dave suggested considering one for the utility drop box as his home. The Council thought it would be a good idea to at least put some up at the Hall and Park. There are several types of cameras that could be used that would differ in how they work and the quality of the output. Dave Steele. Got Dave Lyman's power connected. Got Marion Ray Anderson's Power connection and his extension done. Met with Jeff Brimley about his building on the west side of Cascade Spring Road. He is requesting power and an extension. This would have to go through the process with Rocky Mountain. Dave has initiated this process. Brimley has agreed to Dixie Escalante's cost estimates. Got Oveson's power in. Talked to Curtis Jones about his possible connection. Dave has been in contact with Dixie Escalante Power about an Oak City power system study they are doing and provided them with some information for this. As far as the Carbon Free Power Project, they sent a slide presentation but Dave hadn't had time to go through it yet. He gave some of the highlights at this time: they are working on setting up the accounting and the site. They are executing the final notice to proceed and many other items. Looking at around 2029 to start up. Dave is planning on attending some Utah Associated Municipal Power Systems (UAMPS) workshops in September in Salt Lake City. He would like to go to their annual meeting but he doesn't think he can. L. Miscellaneous. Mayor Callister. Nathan Henderson wants to put in some kind of building on his new lot. If it is just a shed, is it okay where it is his property. What about a shop? Might be a little trickier if it has to have water and power. Probably could not do an occupied shop. Building permit requirements should help with keeping it from being a large shop. He would like to put in a paint booth. He might need a conditional use permit. Will continue to watch this. Dave pointed out that he was not going to be giving much of an opinion on this because he sold the property to Nathan and doesn't want to show any conflict of interest. Talked about water connections in a subdivision and how to make sure developers have to provide the water. Dave thought it was already stated in the Town's Resolutions. Will look into this. Kim Nielson has started looking at the overflow ditches by Craig Dutson. Doug Nielson's son, Damian does this for a living so he might make some suggestions to Kim. Talked to the party that owns the trailer that was recently vacated and should be moved. She said that she has vacated the trailer but she wondered if had to be moved because she really didn't have a way to move it. Will probably be okay for her to leave the trailer as long as it is not being used. The Mayor will inspect the trailer. The Mayor stated that the ARPA money will be coming soon. It will come in two installments of $38,600 and can be used for water infrastructure. Hopefully, it can be used for the aquifer recharge. Dave wondered if they have been running the Well as he is getting sediment in the water at his home, that have to be removed from the faucet in their kitchen. He wondered if it is due to running the Well. It has happened sporadically all summer. Daniel Hawley , from Jones and DeMille, talked to the Mayor about the water Master Plan. It is pretty much done. Will enter past information about pipe age if the Town gets it to him. He recommended scheduling for the future replacement of aging water mains. The Mayor thought it was done very well. At the City Yard, there is a flood light with a broken photo cell. The light is on all the time. Dave will look at this. There are several other lights that need to be done also. Scott Fuller has bought property that has a 4-inch water line that goes near the property. He owns about four acres of property and he wants to build on the back of the property. He would have to have City frontage. The Mayor told him it would be best if the utilities went in along the John Finlinson easement. There is a four inch water line nearby but it needs to be upgraded to 8inch. Dave suggested before any building could be done, it should be required for them to put in an asphalt road and water and power easements in place. Once the second home is put in, the road would need to be asphalted. The Mayor will check with the attorney on this. Dave suggested passing it by the Planning and Zoning Commission also. M. Adjournment. Dave moved, seconded Dallin, to adjourn. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin- Aye. Monica-Aye. The meeting adjourned at 10:10 p.m. Respectfully Submitted, ___________________________________ Karen K Lovell, Oak City Town Clerk Approved by: ____________________________ Shim Callister, Mayor
