MONA CITY COUNCIL MEETING AUGUST 24, 2021 7:30 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember - Excused Absence Jay Mecham - Councilmember Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Travis Jones ALSO PRESENT: Myrna Trautvein - Times News, Sara Samuelson DOF, Lyla Spencer - Recorder, Tony Openshaw - Green Waste/Roads OPENING PRAYER: Councilmember Amy Stanley Mayor Mills excused Councilmember Frank Riding. PUBLIC HEARING: Amendment '8-5-2' Irrigation water of Mona City Code. Mayor William M. Mills opened the public hearing for Mona City Code 8-5-2 Irrigation water at 7:31 p.m. Mills asked for comments from the public and council members. There were no comments from the public or council. Mayor Mills added, 'This will apply to all new buildings.' Mayor Mills than called for a motion to approve Ordinance #2021-7 amending 8-5-2 'Irrigation water' of the Mona City Code. Councilmember Randy Christensen moved to make a motion to amend 8-5-2 Mona Irrigation Water of the Mona City Code Ordinance #2021-7 with a second by Councilmember Amy Stanley. All present voted in favor, motion carried. (1st Motion) Councilmember Frank Riding was not present for the vote. Mayor Mills then closed the public hearing for Mona Irrigation Water of the Mona City Code, Ordinance #2021-7 at 7:35 p.m. with no further comments. A copy of the Ordinance is attached with current amendments as voted upon. APPROVAL OF AUGUST 10, 2021 MINUTES: Councilmember Micheal Stringer moved to make a motion to accept the minutes of August 10, 2021, as written, a second was made by Councilmember Jay Mecham. All present voted in favor. Councilmember Frank Riding was not present for the vote. Motion carried. (2nd Motion) PLANNING AND ZONING: No Report MONA CITY COUNCIL MEETING AUGUST 24, 2021 7:30 PM DELEGATIONS: Travis Jones acting manager of Houweling's Mona City Branch came before the council letting them know the good news that Houweling USA will rebrand as the LONGVINE GROWING CO. Jones read from a memo dated August 11th, 2021 as follows in part: Houweling US Holdings, Inc is launching the Longvine Growing Co as the company rebrands and resets for the next evolution of company growth. The rebranding project was initiated in early 2020 as the Houweling Family exited its ownership position from the US operations. We equated this, to having all the key components of a brand, with an open book to re-name and re-image a new company that represents our entire team. Longvine Growing Co, speaks to the literal vines that produce fresh tomatoes, peppers and cucumbers, but also the many individuals who guide the process from seed, through the long journey to a consumer's table. The memo is attached in full print for public viewing. SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton was not present for her report. City Recorder Lyla Spencer recapped her tour at the State of Utah Division of Archives and Records Service and will be scheduling a consultation from the department to review her records and assist where needed. DIRECTOR OF FINANCES: Director of Finance Sara Samuelson present the Mona City Disbursement Listing for checking dated 08/3/2021 to 08/24/2021; Sara asked if there were questions on the disbursement list. There were ten (10) checks over the allotted amount of $2,000. There were no questions on the checks. The report is attached for public viewing. COUNCIL BUSINESS: One business license and two (2) fence permits were presented to the council. Freedom Pool Co LLC a commercial business located at 565 S Main Street came in for a license; however the council needed more information and tabled the pending license until September 14 at the next council meeting. Mayor William M. Mills called for a motion to table the above business license in order to gather additional information about the company. MONA CITY COUNCIL MEETING AUGUST 24, 2021 7:30 PM Councilmember Micheal Stringer moved to make a motion to table the above business license for Freedom Pool CO LLC with a second by councilmember Randy Christensen. All present voted in favor, motion carried. Councilmember Frank Riding was not present for the vote. (3rd Motion) Dan Danowski came in for a permit to build a single family vinyl 6' fence at 27 W 850 S. His plans were approve by the council; Mayor Mills called for a motion to approve a fence permit for Dan Danowski with the above information. Councilmember Amy Stanley moved to make a motion to approve a fence permit for Danowski with the above information, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. Councilmember Frank Riding was not present for the vote. (4th Motion) Kenneth Brainhurst also came in for a fence permit located at 381 W 800 S. The Council had questions on the lot and agreed to table the permit until September 14th. Mayor William M. Mills called for a motion to table Brainhurst's fence permit until more information became available, it will be presented and a decision will be made at the council meeting on September 14th . Councilmember Micheal Stringer moved to make a motion to table Kenneth Brainhust's permit until September 14th. With a second by councilmember Jay Mecham. All present voted in favor, motion carried. Councilmember Frank Riding was not present for the vote. (5th Motion) Councilmember's discussed moving the boundary line for the Wilkerson's. This is covered under Ordinance #11-11-1 in Lot Adjustment. 'Looking at the map, they are asking for three lot lines to be dissolved.' Alicia Hills said. Hills added, 'This project has been talked about for a long time, the plan that they are proposing tonight for the Wilkerson property would remove some lot lines.' After a brief presentation by P&Z Secretary Alicia Hills and P&Z Chair Lynn Ingram, Mayor William M. Mills called for a motion to approve a boundary line adjustment for the Wilkerson's, covered under Ordinance #11-11-1 of the Mona City Code. Councilmember Jay Mecham moved to make a motion to approve a boundary line adjustment covered under Ordinance #11-11-1 of the Mona City Code, with a second by Councilmember Amy Stanley. All present voted in favor, motion carried. (6th Motion) Councilmember Frank Riding was not present for the vote. Councilmember Amy Stanley announced the date for the Fall Festival, which will be October 9th. She also presented an update on the recreation programs and said they are maxed out for tumbling with hours and salary. Tumbling will start next week. Councilmember Randy Christensen is waiting to hear from CIB on the 200 S Waterline approval. He will reapply for CDBG funding on October 15, 2021, to help repair the roads on 200 E that will be damaged by the installation of the waterlines. MONA CITY COUNCIL MEETING AUGUST 24, 2021 7:30 PM The council redirected the Tom Newell water line issue as new information came to the city they learned that a minor subdivision will not be held back because of the need to loop a culinary water line as earlier discussed. Sara Samuelson contacted John Chartier, District Engineer with the Utah Division of Drinking Water. Chartier, told her it was not a requirement that the line be looped as long as a flush hydrant was installed at the end of the line, the hydrant would meet all state requirements. Samuelson told the council in reference to the Newel's Water Line, as long as they understand if we don't get the grant their water line project will not be done. Maintenance broke a window and is in the process of repair. There will be a public hearing on September 14th to amend the budget. Mayor William M. Mills closed the council meeting by stating on Thursday a virtual meeting was held by the city bond counsel and all those concerned with the funding of the new Mona water tank. Mayor Mills stated the documents for the Water Tank Project have been signed and sealed; now Cox can order parts and move forward on the water tank project. Sara Samuelson Finance Director told the council the money is already in the account from the CIB. 'We pledged $50,000 as our share of the project' said Mayor Mills. He will have a UDOT sidewalk meeting tomorrow at 9:00 a.m. at the site. FYI: There were seven (7) motions voted upon and passed, a motion to approve the August 10, 2021 minutes, a motion to amend 8-5-2 Irrigation Water, a motion to table Freedom Pool Co LLC until the September 14th meeting, a motion to table Kenneth Brainhurst's fence permit until September 14th a motion to approve a fence permit for Dan Danowski, a motion to approve a boundary adjustment for Gay Wilkerson, and a motion to adjourn this meeting of August 24, 2021, PAY FINANCES & ADJOURNMENT: Councilmember Randy Christensen move to make a motion to pay the finances and adjourn, a second was made by Councilmember Jay Mecham; the vote was unanimous; motion carried. (7th Motion) The city council meeting was then adjourned at 8:35 p.m., with no further comments.
