- AMENDED Notice is hereby given that the Payson City Council will hold their regularly scheduled City Council meeting beginning at 6:00 p.m. on Wednesday, September 15, 2021, at the Payson City Center, 439 West Utah Avenue, Payson, Utah, as well as virtually through a link with Zoom Video Communications. Please check the Payson City Website at www.paysonutah.org for the link to participate and/or view the meeting. A. PRAYER & PLEDGE OF ALLEGIANCE B. CONSENT AGENDA 1. Approval of the September 1, 2021City Council Meeting Minutes C. PETITIONS, REMONSTRANCES & COMMUNICATIONS 1. Public Forum 2. Staff and Council Reports 3. Scout Attendance Certificates 4. Presentation of New Police Officers and Oath of Office 5. Discussion regarding city-wide spring cleanup 6. Presentation of 2021 Outstanding Citizen Volunteer for Utah Recreation and Parks Association D. ACTION ITEMS 1. Public Hearing/Ordinance - Request to extend the municipal boundaries to encompass the property included in the proposed Quail Mountain (Double A) Annexation containing 10.5 acres located at approximately 370 South 1300 East 2. Preliminary Plan for Villages at Arrowhead Park, Phase 12 at approximately 1700 North and 1200 East consisting of 68 attached residential units 3. Resolution - Cancel 2021 Municipal Election E.
