The North Logan City Redevelopment Agency (the 'Agency') will hold a public hearing on October 6, 2021 , commencing at 6:35p.m. or as soon after that as feasible, in the City Council Chambers (meeting room) at the North Logan Library, 475 East 2500 North, North Logan, Utah.
The purpose of the public hearing is to accept public comment on a draft project area plan and budget for the proposed Cache Innovation Community Reinvestment Project Area.
On November 18, 2020, the governing board of the Agency adopted a resolution authorizing the preparation of a draft community reinvestment project area plan and budget for the proposed project area within the survey area. Agency staff and consultants have prepared a draft plan for the proposed project area, along with a draft budget, within the survey area.
The Agency has requested $12,285,831 in property tax revenues that will be generated by development within the Cache Innovation Community Reinvestment Project Area to fund a portion of project costs within the Cache Innovation Community Reinvestment Project Area.
These property tax revenues will be used for the following: Infrastructure- $7,371,498; Incentives - $3,685,749; and Housing- $1,228,58. These property taxes will be taxes levied by the following governmental entities, and, assuming current tax rates, the
taxes paid to the agency for this Cache Innovation Community Reinvestment Project Area from each taxing entity will be as follows: Cache County - $1 ,843,030; Cache County School District- $7,549,026; North Logan City - $1,617,663; Cache Mosquito Abatement District - $67,177; Hyde Park Cemetery Maintenance District - $71,162; Logan City School District - $1,137,773. All of the property taxes to be paid to the agency for the development in the Cache Innovation Community Reinvestment Project
Area are taxes that will be generated only if the Cache Innovation Community Reinvestment Project Area is developed. All concerned citizens are invited to attend the project area budget hearing scheduled for October 6, 2021, at 6:35p.m. A copy of the proposed project area budget is available at the offices of North Logan City.
Property tax revenue resulting from an increase in valuation of property within the proposed Cache Innovation Community Reinvestment Project Area will be paid to the agency for project area development rather than to the taxing entity to which the tax revenue would otherwise have been paid if: (i)(A) the taxing entity committee consents to the project area budget; or (B) one or more taxing entities agree to share property tax revenue under an interlocal agreement; and (ii) the project area plan provides for the agency to receive tax increment.
All persons interested and present will be given an opportunity to be heard in this matter. Written comments are also welcome and may also be submitted to the Agency regarding the draft plan and budget prior to the date of the public hearing. All concerned citizens are invited to attend the hearing. Any person objecting to the proposed project area plan or budget, or contesting the regularity of any of the proceedings to adopt the proposed project area plan or budget, may appear before the board at the hearing to show cause why the proposed project area plan or budget should not be adopted. The proposed project area plan and budget are each available for public inspection at the North Logan City Offices, 2076 N 1200 E, North Logan, UT 84341.
