Bicknell Town Work Meeting
26 August 2021
7:00 pm
I. OPEN MEETING/ROLL CALL
Mayor Johnson called the meeting to order. Councilmembers present
were: Bryan Brinkerhoff, Kerry Stevens, Weston Johnson, and James Roche. Others present were Scott Woolsey, Carrie Brinkerhoff, and Connie Durfey,
II. ITEMS TO BE DISCUSSED
Flood Water. With the rain in recent weeks, the town has some flooding. The culinary water line from the mountain springs was uncovered, Jackson Excavation was hired to cover it up again.
Mark Moosman complained that the town hadn't cleaned out the overflow pond by the tank, and that was why he had flooding at his house. Scott and Connie both said that their recollections were that the overflow pond by the tank, was just that, for overflow of the tank. To their knowledge it was never set up to catch runoff water. At one time it was decided to have the area prepared so the overflow water could be used for an ice rink during the winter, but there never was enough water to do that. The overflow from the tank has a pipe going into that pond area, one that directs it down 3rd East and one that goes behind Scott Woolsey's.
Connie will look through the old minutes of the town and see if she can find where the overflow from the tank was discussed and the purpose of said pond.
That area is on BLM land. Mayor Johnson will call Cindy Leadbetter, who is head of the BLM Richfield District, and see what input she can give for said issue.
The town council will decided what needs to be done with the pond, if anything, after the research is done. Bottom line is, the flood water followed the old water course through town, anything built in that area was affected, water will always run downhill.
The town has been fixing the areas in town that were affected by the flooding, which are their responsibility. There are still some areas that need attention, Scott will take care of them.
Culinary Water. Michael Blackburn and Jayden Brian sent out a letter to each resident in town telling them to oppose the proposed culinary water project. They claim the town council has misled the citizens and another water source is not needed, only the tank. Mayor Johnson sent a copy of the letter to Kelly Chappell, the engineer from Ensign Engineering, who composed the Bicknell Town Culinary Water Master Plan. According to his research, and the State Division of Water requirements, another source is needed. Mr. Chappell will be at the Public Hearing for the proposed water project on 2 September 2021. He will explain the need for the project and answer concerned citizen's questions.
III. Adjournment
Weston made the motion to adjourn at 8:30, Kerry seconded, all ayed.
