BICKNELL TOWN COUNCIL MEETING
5 AUGUST 2021
7:00 P.M.
I. WELCOME/PLEDGE OF ALLEGIANCE/ROLLCALL
Mayor Noreen Johnson called the meeting or order and welcomed everyone. James Roche led the Pledge of Allegiance. Council members present were: Weston Johnson and James Roche. (Bryan Brinkerhoff was sick and Kerry Stevens was fighting fires.) Connie Durfey was present to record the minutes. Scott Woolsey was present. Others present were: Sharon Cowley, Mike and Bekkah Petree.
II. APPROVAL OF MINUTES
Mayor Johnson asked council members if they had any comments or corrections on the minutes of the Town Council Meeting on the 8 July 2021. No changes were made. Weston made the motion to approve the minutes, James seconded, all aye.
III. BUSINESS
Mike Petree - Sign for Business. Mr. Petree has an old van he would like to paint as advertisement for his business and park it next to his building. The right-of-way of the town was discussed, and where Mr. Petree's right-of -way began, the area is very limited. Mayor Johnson had contacted the Wayne County Sherriff's Department and also UDOT, as the business sits along Highway 24, to see what their restrictions were. Mayor Johnson read section 12 from the Ordinance 10-6-2016, which contains many regulations concerning signs in town. Relating to Mr. Petree's request, it states that portable signs are prohibited and all signs on vehicles are prohibited. So the request from Mr. Petree was denied. Mr. Petree understood the restrictions and was very agreeable. Mr. Petree thanked the council. He and his wife excused themselves.
Parameters Resolution. Mayor Johnson read Resolution No. 8-5-2021 in full, with council members following along. The proposed resolution authorizes the issuance of Parity Water Revenue Bonds of Bicknell Town, Wayne County, Utah, and calls for a Public Hearing to be held to receive input from the public with respect to the issuance of said bonds and any potential economic impact to the private sector from the construction of the project. It also provides for a pledge of water revenues for the payment of the bonds; fixing the maximum principal amount of the bonds; the maximum number of years over which the bonds may mature; and the maximum interest rate which the bonds may bear. The resolution also provides for the running of a contest period and related matters. After some discussion James made a motion to adopt Resolution No. 8-5-2021, Weston seconded, all ayed. The Public Hearing will be on 2 September 2021 at 7:00 pm in the Bicknell Town Hall located at 64 W 100 N in Bicknell. A notice for the hearing will be published 14 days prior to the hearing.
Flood Water Issues. The town experiences two major rain storms last Thursday and Sunday. The culinary water pipeline on the mountain was uncovered, but fortunately no pipes were broken. Jackson Excavation spent three days covering the line again. Water and debris ran through town following old water courses, mostly affecting the east side of town. Scott, Mayor Johnson and Weston Johnson spent many long hours on equipment cleaning the roads and helping residents where needed. Mayor Johnson's and Weston's time was all volunteered. Most of the roads are cleaned up, but some more work needs to be done by Kristen Duddleston's and Jayden Brian's, which Scott will take care of.
County Commission Meeting Report. Mayor Johnson attended the meeting with the County Commissioners and other town mayors. The County Commissioners want the incorporated towns in the county to pay a percentage of their sales tax revenue to help pay for wages for their Sheriff and deputies. The commissioners did not guarantee better service for the towns. This will cause a real hardship for the town, as the town's uses every bit of current revenues to meet its obligations. There will be another meeting in October with the commissioners. The council asked a number of questions, which Mayor Johnson will ask the commissioners.
IV. MISCELLANEOUS
Mayor Johnson asked the council for suggestion on ways the town might increase its revenue. It was suggested the town consider imposing a Transient Tax or perhaps increasing the sales tax.
Sharon Cowley said the Planning/Zoning Committee are working on the General Plan for Bicknell Town.
A work meeting for the council was scheduled for 26 August 2021 at 7:00 pm.
V. MEMBER REPORTS
James. James informed the council that he would be working out of town off/on for the next few months, but he would try to work it out so he could attend the meetings of the council.
Weston. Weston spoke with Sue Fivecoat from the BLM about the overflow pond by the culinary water tank. The small pond is on BLM ground, but Weston was wondering who's responsibility it is to maintain it, and how much can be done with it. Ms. Fivecoat is supposed to get back to him with some answers.
Scott. Scott reported the springs on the mountain are producing 29 gallons a minute. The Brinkerhoff Spring pumped 180,000 gallons last month. The tank is down about one foot. Scott read the meters. The last water sample was good. He reported he had finished putting the red rock along main street. Scott has been spraying for weeds, and mowing lawns. He said he wore out the bristles on the street sweeper, sweeping the debris off the streets in town and will need some new bristles, which will cost about $1100. The irrigation pond has a lot of debris in it from the flooding during the rainstorms. Fremont Irrigation wants to raise the water, hoping the debris will float to the top and clean it off. When the pond is ready to use again, Scott will run the water through the main lines to the fields for a while before turning it into the town's system. Sod is needed at the cemetery, but it will not be purchased until the irrigation water is in service again.
VI. FINANCIAL. A list of the bills was presented to the council for payment approval. Jim made the motion to pay them, Weston seconded, all ayed.
VII. ADJOURNMENT
Weston made the motion to adjourn at 9:10 pm. James seconded, all ayed
