KAYSVILLE CITY COUNCIL MEETING NOTICE AND AGENDA Notice is hereby given that the Kaysville City Council will hold a regular council meeting on Thursday, September 2, 2021, starting at 7:00 P.M. in the Council Chambers in Kaysville City Hall at 23 East Center Street, Kaysville, UT. A Kaysville City Architectural Review Committee meeting will be held immediately following the council meeting. The meeting will be streamed on YouTube, and the link to the meeting will be posted on www.KaysvilleLive.com. For those wishing to direct comments to the City Council can do so in-person, or email comments to publiccomment@kaysvillecity.com. Emailed comments will NOT be read out-loud at the meeting. Members wishing to speak during an Action Items or during Call to the Public must sign-up in person before the meeting to speak. CITY COUNCIL Q&A - 6:30 P.M. The City Council will be available to answer questions or discuss any matters the public may have. CITY COUNCIL MEETING - 7:00 P.M. The agenda shall be as follows: 1. OPENING a. Provided by Council Member Andre Lortz. 2. PRESENTATIONS AND AWARDS a. Parks and Recreation Department Presentation - Cole Stephens, Director. 3. DECLARATION OF ANY CONFLICTS OF INTEREST 4. CONSENT ITEMS a. Approval of Minutes of August 5, 2021. b. Approval of purchase for an SCBA Compressor - Kaysville Fire Department. c. Approval of a Job Description for Public Safety Therapist/Counselor. d. A Resolution amending the Kaysville Personnel Manual to reflect recent medical cannabis changes to the Utah State Code. e. A Resolution accepting the terms of the 'Subrecipient Agreement for the Conduct of a Community Development Project' with Davis County for CDBG Funding. f. Letter of Assistance with the Utah Department of Transportation. 5. ACTION ITEMS a. An Ordinance enacting Section 17-31-3, Internal Accessory Dwelling Units. b. A Resolution authorizing the City Manager to negotiate with Weber Basin to sell portions of real properties currently owned by the city. 6. WORK ITEMS a. Discussion on the Status and Future of the Kaysville Library. b. A Resolution to Swap Fiber and Related Services for Right-Of-Way with the Central Davis Sewer District. c. Discussion about Lobbying efforts. 7. CALL TO THE PUBLIC (3 MINUTE LIMIT, MUST SIGN UP IN PERSON) 8. COUNCIL MEMBER REPORTS 9. CITY MANAGER REPORT 10. Amending Section II, Landscaping, of the Development Standards for the Kaysville Business Park to allow for more water efficient landscaping. 3. Consideration of landscape plan for GP motors at 652 North Kays Drive. 4. Adjournment.
