Public notice is hereby given that the City Council and the Planning Commission of the City of St. George, Washington County, Utah, will hold a regular meeting in the City Council Chambers at the St. George City Offices located at 175 East 200 North, St. George, Utah, on Thursday, August 26, 2021 commencing at 4:00 p.m.

1. Consent Calendar.
a. Consider approval of a settlement agreement to provide a reasonable accommodation for three sober living homes to be located at 649 East 160 South, 434 West 500 North, and 470 North 400 West allowing ten (10) residents to reside in each home.
BACKGROUND and RECOMMENDATION: The city received a request from Aimee Gonzales asking for a reasonable accommodation for three sober living homes to be located at 649 E 160 S, 434 W 500 N, and 470 N 400 W. They asked for two homes to be allowed 10 residents each and one home to be allowed 13 residents. The city denied this request. They filed an appeal to the hearing officer. Prior to the hearing, a settlement was proposed to allow 10 residents in each house with terms and restrictions imposed by a settlement agreement. Staff recommends approval.
b. Consider approval of a professional services agreement with JRCA Architects, Inc. for the architecture and engineering of a Facility Services warehouse to be located at the City's Red Hills Parkway campus.
BACKGROUND and RECOMMENDATION: Due to the progress being made at Tech Ridge and the need to relocate Facility Services operations, staff is proposing to build a new warehouse adjacent to existing City facilities at the Red Hill Parkway campus. This warehouse will house the Facility Services Division and provide needed storage for several departments. Staff recommends approval in the amount of $82,376.
c. Consider approval of a professional services agreement with JRCA Architects, Inc. for architectural and engineering services for the municipal center project.
BACKGROUND and RECOMMENDATION: This agreement with JRCA includes the architectural and engineering design of city hall and a parking structure and a redesign of the existing city campus. Staff recommends approval in the amount of $1,536,746.
d. Consider approval of a contract and maintenance agreement to upgrade the Trane chiller at the Millcreek Generation Facility (MGF), unit 1.
BACKGROUND and RECOMMENDATION: This request is for the upgrade of the existing chillers and maintenance contract for unit 1 of the Millcreek Generation Facility. The unit at the facility is 16 years old and an upgrade is required. This is a sole source item and is on the state contract #PD3140. Staff recommends approval in the amount of $726,661.97.
2. Discussion regarding the General Plan and Downtown Master Plan.
3. Appointments to boards and commissions of the City.
4. Reports from Mayor, Councilmembers, and City Manager.
