Planning Commission Present:
Robert Ogle
Len Gasser
Shawn Begay
City Planner Present: Bret Hosler
City Counsel Present: Kellen Nielson
City Manager Present: David Johnson
Minutes: Nicole Holliday
Item #1: Robert started the meeting by welcoming everyone and thanking them for their time and attendance. Len made a motion to accept the minutes, Shawn seconded and it passed unanimously. The group discussed some of the different zones and their names and some of the changes that need to happen. Robert questioned the timing of things, he advised that he doesn't want it to drag on longer than necessary. Bret advised that he would like to have a draft made up by the August meeting of at least a beginning point of things, such as, the R3 with the permitted uses, the suggestions for the commercial zone and what they can do to protect the commercial property, but also still allowing the existing houses some opportunity to do some things. The group discussed making a draft of some changes and their ideas and taking it to the city council, holding public hearings, open house and the process of getting the changes in order.
Item #2 The group had a general discussion about smaller building lots in the R2 zone and possibly in the mobile home zone (aka R3 zone). Bret did some research on some other cities and what they allow as far a lot sizes and what they allow to be built on them. They also discussed the commercial zone and what they wanted to allow in that zone. Bret explained the 'sunset rule' to the commission. Bret also expressed that in his opinion, the larger commercial lots should be protected and shouldn't be allowed to be broken into smaller lots for residential use.
A member of the commission had to leave and that only left two members, so the meeting was closed.
