PRAYER: Jared Campbell
Pledge of Allegiance
Marty motioned to accept the minutes as read, Troy 2nd the motion. All were in favor.
MAYOR UPDATES: The mayor suggested a raise for Steve and Haley for cost of living. All were in favor. Marty motioned a 3% raise, Doug seconded the motion. All were in favor. Natalie is now working full time in Richfield.
PLANNING COMMISSION: Doug gave an update on Howard Hatch's request to change his subdivision. To amend the subdivision he has a lot of work to do. He has to have adjoining property owners sign off on the project with their approval. The town already has ordinances in place for manufactured homes. Brian Bateman is an attorney that represents subdividors. He has a lot of experience in suing towns. He said if the town has ordinances written down, the subdividers have to follow those ordinances. If the town doesn't and the subdividor comes with a written proposal, they get what they want.
PC canceled their meeting for last month because Ed had not yet received his training yet. They will have one in July
WATER: Mike met with USDA, Heath Price the director called during the meeting, after sitting down with him, there is no way to do what needs to be done with the spring for $150,000. It's no longer a water quality issue but a water quantity. They put together a new pay request for $740,000. They would like to put a layer of bentonite under the spring. Adding to the price it allows the contractor to be more aggressive in fixing the spring. The Parkers were sent an agreement to sign stating Joseph has rights to access the spring when needed. Preston didn't see a problem with it. The agreement is not needed to process the grant, just needed before we close. The mayor wondered if we should look into digging a new well. Mike suggested we fix the spring now, and then fix the Gooseberry spring before digging a new one.
The mayor said to be thinking about the Federal money we may receive for COVID, what the town can use it for.
PARK: Johnna Peterson is interested in doing a movie night at the park on the 3rd of July after the fireworks and then other nights during the summer. The council felt it wouldn't be a good idea to allow it on the night of the 3rd because funds were trying to be raised for the town. But she is able to do it other nights during the summer. She would have to pay the $25.00 rental fee of the park, because she will be selling concessions. It makes it consistent with other rentals.
Jared motioned to adjourn the meeting Troy 2nd the motion.
