PUBLIC NOTICE is hereby given that the regular meeting of the Planning Commission of Layton, Utah, will be held on Tuesday, August 24, 2021 in the City Council Chambers, 437 North Wasatch Drive, Layton, Utah, at 7:00 PM.

APPROVAL OF MINUTES: PLANNING COMMISSION WORK AND REGULAR MEETING - July 27, 2021.
PUBLIC HEARING - (Legislative)
1. Accessory Dwelling Unit - TEXT AMENDMENT
The City is proposing to amend the Layton City Municipal Code - Title 19, 'Zoning', Chapter 19.02, 'Definitions', Chapter 19.05, 'General And Specific Development Regulations', Section 19.05.030, 'Requirements Specific To Residential And Agricultural Zoning District, Lot Area, Coverage, Width, Minimum Dwelling Size, Height Regulations And Dwellings Per Lot', and to add a new section to Title 19, 'Zoning', Chapter 19.06, 'Land Use Regulations', entitled 'Accessory Dwelling Units', to adopt requirements for consistency with current State standards.
2. Young Property - REZONE
The applicant, Gary Tyler, representing the ownership of Young Family Racing Properties, LTD, is requesting the rezone of approximately 11.2465 acres from C-H (Highway Regional Commercial) to M-1 (Light Manufacturing/Industrial). The property is located at approximately 613 West 500 North.
PUBLIC REVIEW - (Administrative)
3. 1042 E Fairchild Circle ADU - CONDITIONAL USE
The applicant, Daniel Hale, is requesting a conditional use permit to construct an internal accessory residential dwelling unit (ADU) as a basement apartment. The property is located at approximately 1042 E Fairchild Circle.
4. Stevenson Subdivision - PRELIMINARY PLAT
The applicant, Ovation Homes, is requesting preliminary plat approval for an 18-lot single-family residential subdivision consisting of 5.9 acres. The property is located at approximately 900 South 1700 West.
5. Towns on Main - DEVELOPMENT PLAN
The applicant, Ryan Litke, representing Arbor Realty, is requesting approval for a MU (Mixed Use) Development Plan, preliminary plat, and landscape buffer modification for a 5.48-acre property consisting of 52 residential three-story townhomes. The property is located at approximately 1598 North to 1650 North Main Street.
6. Antelope & Main Commercial Subdivision - PRELIMINARY PLAT
The applicant, Elliott Smith, representing Antelope Layton LLC, is requesting preliminary plat approval for a four-lot commercial subdivision consisting of 6.59 acres. The property is located at approximately 201 North Main Street.
7. Cottonwood Unit 3 - PLAT AMENDMENT
The applicants, Steven A. and Jan P. Dawson, are requesting a second amendment to the Cottonwood Unit 3 Subdivision - 1st Amendment plat. The amendment involves changing Lot 310 from the Cottonwood Unit 3 Subdivision - 1st Amendment to create another buildable single-family residential lot to the south and to incorporate Parcel 09-086-0073 to the east. The property is located at approximately 1511 North 2800 East.
