On July 20, 2021, the Springville City Council adopted a resolution to place an opinion question concerning a Parks, Arts, and Recreation Tax on the 2021 Municipal General Election ballot. The purpose for the tax is to help expand our community's park, cultural arts, and recreation offerings as our community continues to grow.
The ballot question will read something similar to:
'Shall Springville City, Utah, be authorized to impose a 0.1% sales and use tax to help fund park facilities and projects, cultural arts and recreational amenities in Springville City, said tax to be levied for 10 years?' UCA 59-12-1402(1)(b)
The ballot title for the proposition will be: 'The Springville City Proposal to Enact a Sales and Use Tax for Parks, Arts, and Recreation.' This tax will also be known as the 'Parks, Arts and Recreation Tax' or 'PAR Tax.'
Here are a few things about the proposed PAR Tax in preparation for the November 2, 2021 election:
- The PAR Tax is 0.1%, which equals 1 penny for every 10 dollars spent in Springville.
- Anyone shopping in Springville will pay the PAR Tax on eligible purchases, whether they are a resident or not.
- Funds generated from the PAR Tax are designated for specific projects, including parks, cultural arts programs, and recreation amenities.
- The PAR Tax will only be levied for 10 years and then it must be reauthorized by the voters.
Voter Information Pamphlet
Springville City is preparing a Voter Information Pamphlet that will be mailed to each registered voter prior to the November election. The pamphlet will include more information on the PAR Tax. Any eligible voter who wants to prepare an argument for or against the PAR Tax proposition to be included in the pamphlet must file a written request with the election officer, Kim Crane, at the Springville Civic Center, 110 South Main Street, Springville Utah, no later than 5:00 p.m. on August 30, 2021. The pamphlet will contain only one argument for and one argument against the PAR Tax proposition. The election officer will select the eligible voters or groups of voters to write the arguments for the pamphlet in accordance with the priority rules outlined in Section 20A-7-402 of the Utah Code and City Policy. The designated voter or group of voters will have until 5:00 p.m. on September 7, 2021, to submit their written arguments not to exceed 500 words.
