SHADE TREE AND BEAUTIFICATION BOARD MEETING IN-PERSON AND VIRTUAL MEETING JULY 20, 2021 MILLCREEK FACILITY CONFERENCE ROOM PRESENT: Board Member Rick Heflebower Commissioner Gil Almquist Councilmember Vardell Curtis Deputy Director of Parks Ben Neumann Horticulture Chris Brandt EXCUSED: Director of Leisure Services Shane Moore Planning & Zoning Manager John Willis Board President Kevin Holyoak Board Member John Sorenson (Virtual) Parks Manager Todd Steed GUESTS: Jan Davis - HOA President at 1090 E 700 S (called in) OPENING: Ben Neumann, Deputy Director of Parks, called the meeting to order. AGENDA: 1. Discussion and consideration of tree(s) removal on location at 1090 E 700 S - Jan Davis - HOA President and Steve Lineman Vice P. Applicant Jan Davis met with the Shade Tree Committee via phone call to discuss 10 trees in front of the community located at 1090 E 700 S. Christ Brandt, Parks Horticulture has taken pictures of the trees and the HOA has reached out to a private arborist to look at the trees condition. Jan was told by the private arborist that some of the trees are in decline and one tree is dead. She is requesting the Shade Tree committee's recommendation regarding the trees on 700 S. HOA's idea is to remove the bad tree and replace it as well as trim and prune the trees that have dead branches on them. The drip line system has not been working properly - HOA will have an irrigation company replace all the drip lines for the trees. Ben Neumann, Deputy Director of Parks agrees with the HOA's decision to remove the one dead tree and trim the rest. Ben mentioned that trimming the trees will help with the atheistic look of the location but the first issue that needs to be addressed and fixed is the irrigation system and drip line. He recommends installing new emitters. Commissioner Gil Almquist explained that the Landscape Ordinance requires that if the HOA removes one tree, they will need to replace it - it is required that HOA keep the same number of trees on the property. MOTION: A motion was made by Gil Almquist that we allow the HOA at 1090 E 700 S to remove one dead tree along 700 S, trim the remaining trees, restore the irrigation line/water for the trees, replace the tree that is dead and work with the Parks Deputy Director to choose a tree that is suitable for the location. SECOND: Motion seconded by Vardell Curtis VOTE: Ben Neumann called for a vote, as follows: Board Member Rick Heflbower - aye City Councilmember Vardell Curtis - aye Commissioner Gil Almquist - aye The vote was unanimous, and the motion carried. 2. Consider approval of minutes from the meeting held on March 16, 2021 MOTION: A motion was made by Vardell Curtis to approve the minutes from March 16, 2021. SECOND: The motion was seconded by Gil Almquist. VOTE: Ben Neumann called for a vote, as follows: Board Member Rick Heflbower - aye City Councilmember Vardell Curtis - aye Commissioner Gil Almquist - aye The vote was unanimous, and the motion carried.
