Minutes: Nicole Holliday
Item #1 Robert started the meeting. He welcomed the guests, Loyd and Blythe Black. He asked if everyone had looked over the minutes and saw any problems, no one did. Ted moved to accept the minutes, Len seconded it and it passed unanimously. Robert brought up the topic on the agenda of allowing smaller lots in some zones in Blanding. Bret said that Lloyd wanted to explore the possibility of doing a smaller lot. Bret advised that the city's general plan and economic plan both talk about the need for a variety of housing options. They discussed the size of the lot the Black's are proposing. Which would require a change to what is required right now in the R2 zone. They discussed the difference between conditional use and permitted use. And whatever the commission decides on, they will recommend it to the city council. They turned the time over to Lloyd and Blythe. Lloyd said that in the last three years he has been building houses, he has been asked multiple times when he is going to build something that is affordable. And this smaller lot with the smaller 'town home' like houses just makes sense. The house will be more narrow, but deep and you still get 2100 sq. feet and a garage. The roof is 40 feet wide which is where a lot of the expense comes in. The yards are small, which saves on water expenses. There would be two homes that would be fairly close together, but there are no shared walls and there are no windows between them. The group looked at the floor plans and discussed the savings from this idea of building. A letter from Pratt Redd, the economic development specialist, was read aloud to the group. The letter was in favor of the Black's proposal. The group discussed some pros and cons concerning the proposed project. They also discussed the process that it takes and the time that it may take to get it all approved.
Item #2 The group went over the revised copies of the requirements for ADU's. The R1 zone requires that the ADU be attached to the home or an existing building. The R2 zone allows for an ADU to be attached or detached. The mobile home zone previously didn't allow for ADU's, and the commission is proposing to include ADU's in the mobile home zones. They discussed some options for the commercial zone and whether or not ADU's should be allowed and whether or not housing should be allowed. Different opinions were expressed. The commission decided that they would mull it over for the month and make a motion on it at the next meeting. The R1-A zone includes agricultural purposes. This zone requires a 2 acre lot minimum. This zone allows for a detached ADU.
Item #3 The group discussed the newly proposed definition of off street parking. Right now the definition includes a 200 square foot size minimum, but doesn't specify the size of the individual parking stalls. They discussed the specific size the individual stalls need to be, but did not make a motion on it yet.
A motion was made to adjourn the meeting. It was seconded and it passed.
