The funds will be a 60/40 split, 60% loan/40% grant. The loan will be at 1% interest, for 30 years. Mr. Chappell said the next three steps are as follows:
1. Bonding requirements for the loan, with two public hearings.
2. Environmental Assessment for the well and tank
3. Design of the project
These steps will be done concurrently. After these steps are completed the project will be let for bid, hopefully in the fall. A written agreement with the land owner, David Brinkerhoff, must also be finalized. The Division of Water will send a letter to the town. DUNS and SAM numbers will be needed. A fidelity bond will have to be set up. Attorney Richard Chamberlain will be doing the necessary legal work for the project.
Kelly thanked the council and excused himself.
V. MEMBER REPORTS
Carrie. Carrie reported the town will receive the $3500 requested from the Thrive 125 Grant for the July 24th celebration. The Church of Jesus Christ of Latter-day Saints will be furnishing the dinner, but the town will be in charge of the games and activities. Carrie and Mayor Johnson have been working on these. The Bicknell Town Council will be the judges for the pie baking contest. Weston was asked to be the Bingo announcer. Kerry was asked to be in charge of the Corn Hole game. He said he would if he was not out of town with his job. Invitations will be mailed to everyone in the Bicknell Town area.
Scott. Scott reported the springs on the mountain are producing 28 gallons a minute. The Brinkerhoff Spring pumped 420,000 gallons last month.
There was a leak in the meter at the Sunglow Park, Scott installed a new meter. Scott said he would fix the leak at the park next week, he thinks it's under the old drinking fountain. He also said a new door needs to be put on the south restroom at the park. (The purchase of a metal door and frame were included in the budget.) Memorial Day at the cemetery went well, lots of compliments on the condition of the cemetery. The inmates were here in May and helped clean up the cemetery. As the irrigation system was started up, Scott fixed numerous leaks. The inmates were also here in June and helped clean the area around the culinary springs on the mountain. Scott reported the frequency drive on/off switch in the irrigation pump house is going out. The pump and motor are okay, but the switch needs replacing as it controls everything else. He said it would cost approximately $5500. He can get one in a day from Mountainland Supply Co. in Richfield, when it quits. (The budget allowed for such a cost.)
Kerry. Kerry said a representative from The Church of Jesus Christ of Latter-day Saints may contact the council about increasing their payment for putting up the flags along Main Street. There are 40 flags put up for each holiday, they charged the town $400 last year.
Bryan. Bryan was concerned about the loose dogs running around town.
It is a problem, but the town doesn't have any place to lock up the dogs or means to enforce the leash law. The town does charge a dog license, but this is mainly to make sure the dogs in town are vaccinated for rabies.
VI. FINANCIAL. A list of the bills was presented to the council for payment approval. Weston made the motion to pay them, Bryan seconded, all ayed.
VII. MISCELLANEOUS.
The Irrigation Ordinance needs to be examined and maybe revised to determine the circumstances a new person can connect to the system and whom will pay for needed improvements for a new connection. This will be discussed in the Work Meeting on 24 June 2021. Also discussed in that meeting will be new culinary water rates. Kelly Chappell will attend that meeting with some figures.
VIII. ADJOURNMENT
Weston made the motion to adjourn. Jim seconded, all ayed
