TECH LAKE CITY: ZONING UPDATES
Salt Lake City is experiencing rapid growth and the tech industry is a major contributor that growth. The tech industry changes rapidly and has shown the ability to change how people produce goods, how we work, how we socialize, and how we use data. The city's zoning code doesn't change at nearly the same rate as the tech industry and as a result has become a barrier to tech related industries, most notably the bio-medical field of research and production of materials used in the research, diagnosis, and treatment of health related illnesses. The purpose of this code amendment is to update the tech-related land use definitions and expand where those uses can be located in the city. This is a collaborative project between the Planning Division and the Department of Economic Development.

DESIGN REVIEW STANDARDS CLARIFICATION OF APPLICABILITY
The purpose of proposed changes to the design review ordinance is to clarify which standards of review apply to different design review applications. Some modifications require a review only of the relevant design review standards related to the request, while some require review of all the design review standards. This amendment will make the language in the ordinance clear so that applications are processed in a uniform manner. The design standards themselves are not proposed to be modified with this amendment.
The purpose of the amendment is to clarify the following:
- All design standards would apply to applications for modification to a development standard, such as building height, total size, lot size.
- Only directly related standards would apply to applications for a modification to a design standard in Chapter 21A.37 of the zoning code.
- Only the directly related standards would apply to applications for a modification of a building setback.

SIGNIFICANT WATER CONSUMING LAND USES TEXT AMENDMENT
The Mayor has initiated a petition to amend the zoning ordinance regulations pertaining to land use that use significant amounts of water in the City. The ordinance is intended to do the following:
- Prohibit new land uses that would likely consume more than an annual average of 300,000 gallons of water per day;
- Restrict the expansion of existing land use types that consume more than an annual average of 300,000 gallons of water per day; and
- Amend definitions and land use tables to clarify that 'bottling plant' includes the filling of various container forms with a liquid product generated from culinary water, and is further, prohibited city-wide. The amendments will continue to allow for small scale alcohol beverage production.
As part of the proposed amendments, the Planning Division will also review other existing land use regulations for potential revisions to mitigate demands on the City's water supply.
Further details regarding the intent and scope of the application can be found in the petition initiation memo in the 'Additional Information' section below.
The City has prepared a draft ordinance. Through the public and City Staff review process this draft will be further revised. The draft ordinance can be accessed below.
