Tropic Town Council Meeting Minutes Thursday, September 9, 2021 Call to Order - Mayor Brinkerhoff Roll - Mayor Brinkerhoff, Gene Anderson, Marie Pollock, Mike Ahlstrom Prayer - LaRee Bybee Pledge - Lacey Jensen Vision Statement- Nathaniel Steed Approval of Tropic Town Board Meeting Minutes held in August - Motion made by Gene and 2nd by Marie Approval of the Agenda - Motion made by Gene and 2nd by Marie 1. Community & Public Comment - No comments 2. Planning Commission a. LaRee and Trinity talked about the work release program and asked if we would support Trinity with the town activities and plans, she had organized. She is working on a grant for a blow-up screen and projector in order to show movies at the park for the community. She wants to promote reading with the children and asked for access to the library books that the town is trying to donate to a good cause. We told her she could use what she needed. She is also interested in making every Mustang student feel involved and needed. She is working on getting the anthem sung at baseball games, having music as the starting lineup is introduced and doing time out activities. All of these things will be supervised by LaRee and supported by the town as the work base learning program at the high school. There is a Mustang Branding Screen that the student council wants. They asked for $1000.00 donation from the town to help with school spirit. This screen would also be at the baseball field. Motion made by Gene to give that grant and 2nd by Mike. b. Travis LeFevre wants to raise his sign at Stage Stop up 10 feet to 38 feet total. He went before the planning commission, and it meets regulations. Motion to grant the change was done by Gene and 2nd by Mike. c. Nick Pollock was asked to come to town board to discuss his dog kennel license. He was informed that the kennel license was issued in error. The ordinance states you can't have a kennel in a residential zone. He has one for Kenny Pollock's place and one for Megan Brinkerhoff's place. Megan's license is okay because she lives in a agricultural area, however she still needs to go the Planning Commission. The license for the Kenny Pollock place is not okay. We don't know why Marie Niemann issued the licenses before Nick went to Planning commission to get approval. She has since passed away and can't tell us what happened. There was talk about cleaning up the ordinance. Nick was told that the licenses would need to be revoked and he would need to go before the planning commission to start the process again correctly. He was upset and said he would give the town a bill for the money spent on his dogs since he was granted the licenses. Although he was told that an error had occurred, he disagreed with having the licenses revoked. There was talk about getting a conditional use permit but only if certain conditions were met. It was a suggestion only. He was asked to go to the planning commission. A motion was made to clean up the ordinance and take it back to the planning commission by Marie and 2nd by Gene. Mike asked to review a conditional use permit and Travis suggested that could be a possibility. Nick was told the planning commission would meet probably on the third Tuesday in September to address the issue. He was told to attend. d. Kerry Alvey came to ask about putting in a storage shed. A motion was made by Gene to approve the request upon approval of the planning commission. It was 2nd by Mike. e. Damon Brinkerhoff wanted a handyman license. Motion was made by Gene and seconded by Mike for approval. f. An issue with the parking ordinance was brought up because of an accident caused by a semi-truck that was parked on the street by Mark Orton's. Gene wanted to find out the correct distance for parking and have a letter drafted up to send to Mark. g. Nathaniel Steed wants a building permit for a 4-bedroom home. He wants to deed land to the town so there would be a fire access to home so the fire hydrant can be used. Motion was made for him to go to the planning commission to get details worked out. It was seconded by Marie. Dennis Pollock said he would see about getting a meeting for the 3rd Tuesday in September. 3. Financial Warrants - Mike made a motion to approve them and it was seconded by Gene 4. Culinary/Sewer - Tony Foster came to work out her water bill. She had a leak that was fixed but her bill was $1207.50. Motion made by Gene to split it in half to $603.65. It was seconded by Mike. 5. Roads/Streets - No comments 6. Parks/Recreation Heritage Center - Lisa wants to get a locksmith to fix the locks. A keypad was discussed as an option. She is working on it. 7. Fire Department - No comments 8. Animal Control - Discussion about raising the fines for getting a dog out of the pound. The ordinance needs to be readdressed and fines increased. 9. Employee Report - No comments 10. Mayor's Report - No comments 11. Adjourn - Motion made to adjourn to executive session by Marie and seconded by Mike. Executive Session Comments included talk of baseball fields being added. Gene is working on a long-term plan for the town park. A vote will be taken to see what wants to be done with the Scout House. A ballot will be put in with every water meter owner in town. The mayor's stamp will be removed from the office during the transition for Marie's replacement. Two signatures will be required for any checks and the phones will be transferred to Gene's residence. And other general topics as not to be discussed outside of this meeting. Motion to adjourn executive session made by Marie and seconded by Mike. Motion to adjourn Town Board made by Gene and seconded by Mike.
