MONA CITY COUNCIL MEETING JUNE 8, 2021 7:30 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember Micheal Stringer - Councilmember -Excused Absent Randy Christensen - Councilmember -Excused Absent GUEST: Mark Holden ALSO PRESENT: Myrna Trautvein - Times News Reporter, Director of Finance Everd Sara Samuelson, Lyla Spencer, City Recorder, Lynn Ingram P&Z Chair, Tony Openshaw Green Waste Manager. OPENING PRAYER: Councilmember Amy Stanley PUBLIC HEARINGS: #1 CIB Mayor William M. Mills opened the Public Hearing to discuss submitting an application to the CIB (Permanent Community Impact Board) (Rural Development) approximately 7:30 p.m., for the funding of the Culinary Water Replacement of 6 inch diameter Water Lines that are inadequate to supply required flows and pressure for residential use and fire protection. Mona City Request CIB Funds to help replace approximately 3,500 feet of undersized and aged culinary water lines. The new 8 inch diameter water pipe will replace 6 inch, 4 inch & 2 inch diameter culinary water pipes. Mayor Mills solicited comments concerning the size, scope and nature of the funding request for the above project. There were no comments from the public; the Public Hearing was closed to comments at approximately 7:40 p.m. Mayor Mill called for a motion to approve submitting an application to the CIB (Permanent Community Impact Board) for funding of the culinary Water Replacement of water lines as described above. Councilmember Amy Stanley moved to make a motion to approve submitting an application to the CIB (Permanent Community Impact Board) for funding of the culinary Water Replacement of Water Lines as described above, with a second by Councilmember Jay Mecham. Those present voted in favor, motion carried. (1st Motion) PUBLIC HEARING: #2 Budget Hearing to amend the 2021 budget and adopt the proposed 2022 budget: Mayor William M. Mills opened the public hearing to amend the 2021 budget and adopt the proposed 2022 budget at approximately 7:45 p.m. asking for public comments, no public comments were voiced. MONA CITY COUNCIL MEETING JUNE 8, 2021 7:30 PM Mayor Mills called for a motion to amend the 2021 budget as presented. Councilmember Jay Mecham moved to make a motion to amend the 2021 budget as presented with a second by Councilmember Frank Riding. Those present voted in favor, Motion Carried. (2nd Motion) Mayor Mills called for a motion to adopt the proposed 2022 budget as presented by Director of Finance Sara Samuelson. Councilmember Frank Riding moved to make a motion to adopt the proposed 2022 budget as presented with a second by Councilmember Jay Mecham. Those present voted in favor. (3rd Motion) Mayor Mills then closed the budget hearing at approximately 7:55 p.m. With no further comments. Mayor Mills briefly presented the amended ATV Ordinance #2021-5 to those present and asked that the council approve it as written. Councilmember Amy Stanley moved to make a motion to approve the amended ATV Ordinance 2021-5 as written and discussed, with a second by Councilmember Frank Riding. Those present voted in favor. (4th Motion) APPROVAL OF MAY 25TH, 2021 MINUTES: Councilmember Jay Mecham moved to make a motion to accept the minutes for May 25, 2021 as written & presented, a second was made by Councilmember Amy Stanley. The motion was put to vote and was unanimous by those present; motion carried. (5th Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for June 2, 2021 as follows: Discussion and Possible Action items: Brett Hills - Accessory Building Permit, location 741 S 100 W. Ingram said they have everything needed and made a recommendation for the council to approve an accessory Building Permit for Hills. Mayor Mills called for a motion to approve an accessory building permit for Brett Hills as discussed above. Councilmember Jay Mecham moved to make a motion to issue an accessory building permit to Brett Hills as discussed above with a second by Councilmember Amy Stanley. Those present voted in favor, motion carried. (6th Motion) Skyler West from Priority Homes came in for a building permit at Country Living Estates, Lot #17 located at 350 S, 300 E. He has everything in place, Ingram recommends the council approve and issue a building permit to Skyler West of Priority Homes at the address listed above. Mayor Mills called for a motion to approve a building permit for Skyler West of Priority Homes at the address listed above, Councilmember Amy Stanley moved to make a MONA CITY COUNCIL MEETING JUNE 8, 2021 7:30 PM motion to issue a building permit to Skyler West as discussed above, with a second by Councilmember Jay Mecham. Those present voted in favor, motion carried. (7th Motion) Shane Howarth also came in for a building permit, Lot 15, Nebo View Meadows 321 W 600 S. Ingram recommended the council approve a building permit for Shane Howarth. Mayor William Mills called for a motion to issue a building permit to Shane Howarth as described above. Councilmember Frank Riding moved to make a motion to issue a building permit to Shane Howarth as described and discussed above, with a second by Councilmember Jay Mecham. Those present voted in favor, motion carried. (8th Motion) Ryan Haskell came in for a building permit for Lot #19 in Nebo View Meadows. Lynn Ingram recommended the council approve a building permit for Ryan Haskell, Lot 19, 378 W, 700 S in Nebo View Meadows. Mayor William Mills called for a motion to approve a building permit for Ryan Haskell as discussed above. Councilmember Amy Stanley moved to make a motion to approve a building permit for Ryan Haskell as discussed above, with a second by Councilmember Frank Riding. Those present voted in favor, motion carried. (9th Motion) DELEGATIONS: SECRETARY/TREASURER/ RECORDER REPORT: City Recorder Lyla Spencer gave an update on the recent election filing period, presenting the Certified List of Candidates as follows: Randy J. Christensen filed for mayor and the following filed for City Council; Jay M. Christensen, Russell A Forsyth, Mark Holden and TJ Pace. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 05/25/2021 to 06/08/2021; Sara asked if there were questions on the disbursement list. There were two (2) checks over the allotted amount of $2,000. The report is attached with council initials for public viewing, along with the budget presentation. COUNCIL BUSINESS: There was one fence permit and one business license presented. New business: RNJ TRANSPORT, LLC, located at 119 W 400 S#746, owner: Daynene Snyder. Mayor Mills called for a motion to approve the business license for RNJ TRANSPORT, LLC Located at the above address. Councilmember Amy Stanley moved to make a motion to approve a business license for RNJ Transport, LLC at 119 W 400 S #746, with a second by Councilmember Jay Mecham. All present voted in favor, motion carried. (10th Motion) MONA CITY COUNCIL MEETING JUNE 8, 2021 7:30 PM Dave Gilson came in for a 6' vinyl fence permit, location; 120 W 600 S, single family corner lot & not adjacent to a sidewalk. Adjacent to a driveway. The fence will be self installed. Mayor William Mills called for a motion to approve a fence permit for Dave Gilson as described above. Councilmember Amy Stanley moved to make a motion to approve a 6'vinyl fence for Dave Gilson at the described address above, with a second by Councilmember Frank Riding. All present voted in favor, motion carried. (11th Motion) Councilmember Jay Mecham presented a proposal from Stallings Sheet Metal, Inc for a new tankless water heater and install at the sewer plant for a cost of $3,552.00. Mayor Mills called for a motion to approve the installation of a new tankless water heater at the sewer plant for a proposed cost of $3,552.00. Councilmember Jay Mecham moved to make a motion to approve the installation of a new tankless water heater at the sewer plant for a proposed cost of $3,552.00, with a second by Councilmember Amy Stanley. All present voted in favor of the motion. Motion carried. (12th Motion) Approval of Country Garbage 5 year contract, beginning November 27, 2019 to November 27, 2024. The contract was signed but not approved by the council on November 27, 2019. Mayor Mills called for a motion to approve the contract for Country Garbage to serve Mona City, with the contract expiring November 27, 2024. Councilmember Frank Riding moved to make a motion to approve the City's contract for Country Garbage from November 27, 2019 to November 27, 2024, with a second by Councilmember Amy Stanley. Councilmember Jay Mecham abstained from the vote. All present including Mayor Mills voted in favor of the contract, motion carried. (13th Motion) Mayor Mills presented the Subdivision Application Fee Change Request to be voted upon by the council as follows: Major Subdivision Concept Application Fee $400.00 Preliminary Application Fee $1,000 + $100.00 per lot Final Approval Fee $1,000 + $75.00 per lot Minor Subdivision $350.00 Rezoning Application $400.00 Mayor Mills Called for a motion to approve the above Subdivision Application Fee Change Request. Councilmember Frank Riding moved to make a motion to approve the Subdivision Application Fee Change as discussed above, with a second by Councilmember Jay Mecham. All present voted in favor, motion carried. (14th Motion) Assistant Director of Finance Sarah Samuelson presented the Development Review Committee (DRZ) and explained to council what this committee would be responsible for. Samuelson asked that the council approve the DRZ by vote. Mayor Mills called for a motion to approve the DRZ (Development Review Committee) for the city. Councilmember Frank Riding moved to make a motion to approve the Development Review Committee as discussed above with a second by Councilmember Jay Mecham. All present vote in favor, motion carried. (15th Motion) MONA CITY COUNCIL MEETING JUNE 8, 2021 7:30 PM Councilmember Amy Stanley updated the council on the 24th of July Celebration. The Mona Elementary PAC will not be manning the snack shack which will be leased out to Diana Manseau, a private vendor Young Living's Team will not be available for the parade. Still working on assigning a Grand Marshall and the Royalty. Mayor Mills closed the meeting by thanking all those who were involved in preparing the cemetery. He also went over the ATV Ordinance and what process the city will take to enforce it. FYI: There were sixteen (16) motions voted upon and passed, a motion to approve the May 25, 2021 minutes, a motion, to approve the CIB Application, a motion to approve the 2021 budget, a motion to approve the proposed 2022 budget, a motion to approve the amended ATV Ordinance, a motion to approve building permit for Brett Hills, a motion to approve a building permit for Skyler West, a motion to approve a building permit for Shane Howarth, a motion to approve a building permit for Ryan Haskell, a motion to approve a Fence Permit for Dave Gilson, a motion to approve a business license for RNJ Transport, a motion to approve a tankless water heater at the sewer plant, a motion to approve Contry Garbage Contract, a motion to approve the Subdivision Application Fee Change Request, a motion to approve the DWZ Committee, and a motion to adjourn this meeting of May 25, 2021, PAY FINANCES ADJOURNMENT: Councilmember Frank Riding move to make a motion to pay the finances and adjourn, a second was made by Councilmember Jay Mecham; the motion was put to vote and was unanimous; motion carried. (16th Motion) The city council meeting was then adjourned at 8:42 p.m., with no further comments.
