1. Call to Order/Pledge of Allegiance.
Vice-chair Meyerhoffer called the meeting to order at 7:03 pm and the Pledge of Allegiance was recited.
2. Discussion/action on minutes.
Motion by Mr. Neal, seconded by Mr. Pitcher to approve the minutes from April 20, 2021. All in favor, none opposed.
3. Discussion/action on Conditional Use Permit for campground for Wasatch View Ranch, 2966 W. Pioneer Road.
Staff reported that this property is zoned A-1 and consists of over 20 acres. The developer seeks a Conditional Use Permit for a stable and campground. Applicant cannot exceed a maximum five (5) camp/RV sites under the code.
Applicants were not present, but comments were allowed from neighbors living near the proposed campground.
Comments from Neighbors
Julie Norman, neighbor, is concerned about the noise and large parties which have occurred at this location in the past. She is also concerned that they may be placing the campground area in the back five (5) acres of the property. Staff said it will only be located in the front.
Joeline Fowers, another neighbor, said she has issues with motorcycles in the back property.
Staff recommends approval of the Conditional Use Permit subject to the following conditions that mitigate adverse impacts:
1. Compliance with the Conditional Use Permit (CUP) restrictions and other requirements in the Municipal Code.
2. Location of all hook-up/trailer RV sites must be a minimum of thirty (30) feet from the right-of-way on Pioneer Road and no more than two-hundred fifty (250) feet from the right-of-way on Pioneer Road.
3. Comply with Dark Sky Lighting Ordinance.
4. Quiet time is imposed between 10:00 PM to 6:00 AM.
5. Proper disposal of sewage and sanitation management in accordance with the Health Department standards.
6. No more than five (5) RV sites allowed, including the existing sites.
7. No ATV's or motorcycles allowed on site except for agricultural uses.
8. Dust control as needed.
9. No wood campfires by RV users, excluding BBQ and propane fires.
10. Applicant must maintain a minimum 20 acres of property as required by code.
11. Occupants/users cannot be on site for more than 15 days stay - no permanent occupants.
Motion by Mr. Pitcher to approve the Conditional Use Permit with the conditions listed above, seconded by Mr. Schofield. Motion passed unanimously.
4. Commission and staff follow-up.
There have been kids showing up at the Slaterville Park and having fight nights where they bring a cage and do cage fighting. Mr. Hunsaker feels this has created a serious parking issue. These activities are not approved by the City so it was advised to call law enforcement if this happens again.
The State Legislature now requires that Planning Commission members attend a four (4) hour training. If you have concerns about this please talk to staff.
There is a lot of development occurring within the City.
Parks will re-open July 1, 2021. Vice-chair Meyerhoffer said we need new rule signs at the parks. The old ones have badly faded.
5. Annual training and disclosures.
Commissioners were asked to complete their annual training and turn in the certificate to the City. Also, if there have been changes to the disclosures those should be updated.
6. Adjourn.
Meeting adjourned at 7:46 pm.
Notice of Special Accommodations (ADA)
