During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. BUMPER HOUSE DESIGN REVIEW AND PLANNED DEVELOPMENT SMH Builder, representing the property owner, is requesting Design Review and Planned Development approval to build a 287-unit multifamily residential building on the properties located at approximately 1050 and 1040 S Washington Street. Specifically, the applicant is requesting an increase in the allowable building height from 60 feet to 77 feet 10 inches through the Design Review and balcony encroachments into the required front yard through the Planned Development. The proposal is located in the Transit Station Area Urban Neighborhood Transition (TSA-UN-T) Zoning District. The proposal is for two 3-story buildings with an overall height of 38 feet. Each building will have 5 townhomes for a total of 10 single family attached townhomes. Each unit with have their own garage with a total of 10 onsite parking spaces. The proposed parking meets the requirements of the zoning code. Planning Review The Application is being reviewed under four planning processes: - The development application is being reviewed for compliance with the Transit Station Area Development Guidelines scoring system. If a project is assigned a score less than 125 points, the project can only be approved by the Planning Commission through the Design Review process. Upon preliminary review, the application will require Design Review by the Planning Commission. - Through the Planned Development process, the applicant is requesting to have individual lots without street frontage. - A Preliminary Subdivision Plat is required to combine the two lots to create the townhome subdivision. The unit mix includes 57 studios, 53 one-bedroom, 29 two-bedroom, and 9 loft/suites. The building will have three structured parking levels with 135 parking stalls. There are seven levels of apartment units above and a green roof patio. The applicant is requesting an increase in the allowable building height from 65 feet to 120 feet through the Design Review process. The project site is located within the D-2 (Downtown Support) zoning district. South Campus Drive from I (Institutional) zoning to the R-MU (Residential Mixed-Use) zoning district. In addition to the Zoning Amendment, the applicant has also submitted a Planned Development Application, Design Review and a Preliminary Subdivision. These applications are being requested to accommodate a new student housing development. The development will consist of 4 multi-family structures ranging in 67'-76'8' in height and 536 multi-family units. The Planned Development is requested to accommodate a building without street frontage, multiple buildings on one parcel and 5' of additional height. The Design Review is requested to exceed the maximum front yard setback required in the R-MU (Residential Mixed-Use) zoning district. The property is currently occupied by an LDS institution building that will be demolished as part of this project. The site is approximately 30 acres in size. The subject property is located within the TSA-UC-T, Transit Station Area, Urban Center, Transition. The monopole received Conditional Use approval in 2001 to exceed the maximum height of 60 feet but included a condition that the antenna arrays be flush mounted. The request will replace the existing antennas with a larger array that is not flush mounted and so requires a new conditional use review. The height of the tower will not be increased. The subject property is located within the CC Corridor Commercial District. Section 21A.33.030 of the zoning ordinance requires that impound lots be reviewed as a conditional use. The tech industry changes rapidly and has shown the ability to change how people produce goods, how we work, how we socialize, and how we use data. The city's zoning code doesn't change at nearly the same rate as the tech industry and as a result has become a barrier to tech related industries, most notably the bio-medical field of research and production of materials used in the research, diagnosis, and treatment of health related illnesses. The purpose of this code amendment is to update the tech-related land use definitions and expand where those uses can be located in the city. This is a collaborative project between the Planning Division and the Department of Economic Development.
