TOWN OF JOSEPH MINUTES MAY 6, 2021 PRESENT: Troy Campbell, Jared Campbell, Mayor Jesse Campbell, Doug Nowell, Marty Anderson, Robert Rodriquez, Celeste Pike, Jacke Erekson, Howard Hatch & Son, Steve Healey PRAYER: Doug Nowell PLEDGE OF ALLEGIANCE: Doug motioned to accept the minutes as read Jared seconded the motion all were in favore. MAYOR UPDATES: Mike Naiser contacted the mayor letting him know all the documents had been updated in the ECWAG grant, they are just waiting for approval from USDA now. One thing that is needed is an updated agreement between the town and the Parkers, whose land the springs are on. Mike contacted Richard Chamberlain and they are working on that. PLANNING COMMISSION: Bret Walker would like a letter to give to the county, stating the town is not going to annex his land into the town. It sits behind Troy Campbells house and is located in the county. He said the county doesn't want to maintain the road, but Mayor Owen already said the town had abandoned that road. Bret's intentions are to lay gravel down. He went to the PC meeting and stated it is his desire not to be annexed. The mayor signed a letter saying the town had no intention to annex him at this time. Doug had information about annexation and stated that there had to be 5 property owners to sign a letter stating they wanted to be annexed into the town. It is quite a process. Doug said he couldn't see a benefit for the town at this time. The PC is asking the town to update its current ordinance from 2007 to the current States Annexation ordinance. Jared motioned to move forward with the update and Marty 2nd the motion. All were in favor. Celest Pike and her boyfriend Jacke Erekson would like to know if they can get water from the town. They are planning on building next to Bret Walker. Both are outside of city limits. It was recommended to her that they get with Bret and see if he wants to share the expense of running the water line to both their properties in order to get Joseph water. WATER: You can drive to the springs now. The snow is gone from Nettle springs. The pump is already running. A few people have been watering during the day. Steve has had to turn off the taps at the indian village twice. A letter was sent from the state that the Mayor read to the council. It suggested towns to update their drought plans and look at water restrictions for outdoor watering. Encourage no new landscaping or replacing downed trees from last year's wind storms, taking one minute showers, and possibly putting into place charges or fees for excess watering. ROAD: Doug mentioned the sign to the cemetery is very hard to read and with Memorial day coming up, it needs to be replaced. There have been people pulling up next to the park at night with their trailers and camping overnight. Signs will be ordered to post on the power poles for no parking and camping. MISCELLANEOUS: There will be a Memorial Day program. Reg Bingham is putting a program together. There will be cookies and water for refreshments. There is a 4th of July committee. They have decided to celebrate on July 3rd. The committee needs to know if there is money to buy fireworks. The idea was to go on the smaller side especially with the drought this year. The letter addressed above did suggest a ban on fireworks. The council decided to see if the Monroe Fire Dept could be around to help us with ours. The Calvary Church is buying the food. There is also going to be a donation to use for miscellaneous items for the 4th. Games and races were talked about for the kids, and also an auction to sell baked goods was discussed. Marty motioned to go ahead with the fireworks for the town and look at a public ban of fireworks for the citizens. This will be addressed at the next meeting. Troy 2nd the motion. Jared motioned to adjourn the meeting, Troy 2 nd the motion. All were in favor
