- The agenda is as follows: 1. Welcome 2. Roll call 3. Opening ceremony 4. Approval of the agenda 5. Approval of the minutes of the previous meetings 6. Approval of accounts payable disbursements 7. Citizen input 8. Beginning at 6:10 p.m. conduct the following public hearing; a. The Council shall receive public input, then along with the recommendation from the Planning Commission consider adopting the new City Code Title 10, 'Land Use Regulations', Chapter 36, 'Development Standards' & section 10, 'Exterior Lighting'. 9. Jeff Young - Discuss options of a Wellsville City & All Tech radio tower on the Basin Hill to control internet connections for security system. 10. Paul Freed - Discuss options for having a' Cash in Lieu' for open space in the Creekside Meadows subdivision. 11. Discuss for approval Resolution 2021-08, an interlocal agreement between Cache County and Wellsville City for the administration of 2021 Municipal Elections. 12. Scott Wells - Discuss 3rd quarter financial statement for March. 13. Department reports 14. City Manager/Recorders report.
