Shawn Begay
Ted Black
City Planner Present: Bret Hosler
City Counsel Present: Kellen Nielson
City Manager Present: David Johnson
Minutes: Nicole Holliday
Item #1: Robert welcomed everyone, thanked them for their time, at 7:02pm. He asked if everyone has looked over the minutes for last month and if anyone saw any problems. Len made a motion to accept the minutes, and Sheri seconded, and it passed.
Item #2: The group then recapped what they had previously discussed on ADUs and their use in R1 and R2 zones and the changes that have been made. Robert asked if there were any questions or concerns on that before moving on and talking about the changes made to the mobile home zone and commercial zone in regards to ADUs. Bret explained that about 7 years ago, in the mobile home zone and commercial zone under the permitted uses, some wording was added to allow for ADUs in those zones. There was discussion of the R1A zone, the residential agriculture zone. It is for single family development, there is a 2 acre lot requirement, and they are allowed to have livestock on the land. They continued discussion on what should and shouldn't be allowed in the mobile home zone, and make sure that it is clear for when they present the plans to the city council. Bret advised that in planning for land use we want to encourage change that is positive for the community. The mobile home zone has the same allowances as the R1 and R2 zones. There was some discussion on what could or should be allowed in the commercial zone.
Item #3: The group discussed some of the state laws that have recently changed concerning ADUs. Bret advised that he reached out to some other planners to get more information about some of these changes. Bret advised that in the past, some changes that have been made by legislators have had specifications, such as, it only affected class 1 and 2 counties or it only applies to cities over a certain size. And he wasn't clear if these changes will affect us here in Blanding City. David advised that one of the changes that was made, is that if a developer needs an inspection, and the city can't get to it within 3 days, the developer can hire his own certified inspector.
Item #4 The group discussed some possible training for the future. Bret advised that (in those laws) cities of a certain size, the planning commission is supposed to have 4 hours of training a year. Robert expressed that the commission did a great job last year with training and educating themselves and he'd like to continue with that.
A motion was made to adjourn the meeting. It was seconded and it passed.
