Len Gasser
Sheri Pugh
Shawn Begay
City Planner Present: N/A
City Counsel Present: Kellen Nielson
City Manager Present: Bret Hosler
Minutes: Nicole Holliday
Item #1: Robert started the meeting, thanked everyone for being there and for their time. Robert asked everyone if they had looked at the minutes from February, everyone had, no one saw a problem with them, Len made a motion to accept the minutes, Robert seconded it and it passed.
Item #2: The group looked at the newly proposed Round Mountain minor subdivision. Bret explained some of the requirements that are needed for a minor subdivision. He touched lightly on major subdivisions as well. The commission thought that the subdivision looked great. Len made a motion to accept the Round Mountain minor subdivision, subject to completing all the requirements. Shawn seconded it and it passed unanimously.
Item #3: The group had a general discussion on potential growth, and affordable housing in Blanding. They also discussed the average prices for building a house in bigger cities and statewide. One issue that raises prices in Blanding, is the fact that all building supplies have to be shipped in. Bret talked about larger cities and the large subdivisions that they put in and the different options they have to cut some costs. Such as, large employers that can help offset the cost of housing. Robert explained what 'Economies of Scale' means. When things are done in bulk, the price goes down for supplies and labor. They discussed the 'self help' option of building houses. They discussed Bishop Homes and their requirements for building in a rural area. They discussed some things the city has done in the past that will save on costs in the future. They discussed the effect that Air BnB's have on the lack of affordable housing. And possible regulations in the future. The commission doesn't feel the need for regulations at the present time. They talked about the natural gas stubs that some homeowners have been paying for, but not using. Bret believes the loan for that project will be totally paid off this year. Kellen agreed to take the issue to city council.
Item #4: The group discussed the changes to the zoning ordinance in regards to ADU's and their specific use in the R1 and R2 zones. The language in the ordinance allows for ADU's in both zones. ADU's in the R1 zone have to be an attached or basement dwelling. In the R2 zone it can be a detached unit. The ordinance lists the sizes, requirements, permitted uses, etc. for all ADU's. In a future meeting, they will talk about ADU's in other zones.
Len made a motion to adjourn the meeting at 8:08pm. It was seconded and it passed.
