7:00 P.M. POLICY SESSION
CALL TO ORDER: Mayor Shepherd
OPENING CEREMONY: Councilmember Roper
APPROVAL OF MINUTES: March 23, 2021 - Policy Session
March 24, 2021 - Work Session
PUBLIC HEARING:
1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE DONATION OF THE CITY'S USED FOOTBALL EQUIPMENT TO THE UTE FOOTBALL CONFERENCE
BACKGROUND: Clearfield City completed a comprehensive Recreation Business Plan in September 2020. The City determined the continuation of providing a youth tackle football program did not meet the goals of the Plan. The City has been working to ensure that the youth of Clearfield were provided the continued opportunity to participate in tackle football. A public hearing will be held to receive public comment about the City donating its surplus City-owned used football equipment to the Ute Football Conference.
RECOMMENDATION: Receive public comment.
SCHEDULED ITEMS:
2. OPEN COMMENT PERIOD
The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
3. CONSIDER APPROVAL OF RESOLUTION 2021R-06 AUTHORIZING THE DONATION OF SURPLUS CITY-OWNED USED FOOTBALL EQUIPMENT
BACKGROUND: Clearfield City discontinued its youth tackle football program because it was not in line with the goals and vision of the City's 2020 Recreation Business Plan. The parents and coaches wishing to continue in a tackle football program have decided to participate in the Ute Football Conference. The City properly noticed and held a public hearing to receive public comment about donating its surplus used football equipment to the Ute Football Conference. Resolution 2021R-06 would authorize the City's Community Services Director to donate the City-owned used football equipment to the Ute Football Conference.
RECOMMENDATION: Approve Resolution 2021R-06 authorizing the donation of surplus City-owned used football equipment; and authorize the Mayor's signature to any necessary documents.
4. CONSIDER APPROVAL OF A PROCLAMATION DECLARING APRIL 2021 AS 'SEXUAL ASSAULT AWARENESS MONTH' IN CLEARFIELD CITY
BACKGROUND: 'Sexual Assault Awareness Month' is intended to draw attention to the fact that sexual violence is widespread and has public health implications for every community member. Mayor Shepherd and the City Council recognize the need to work together with national, state, local partners, and every citizen actively engage in public and private efforts to educate our community about what can be done to prevent sexual assault and how to support survivors. There is compelling evidence that the City can be successful in reducing sexual violence in Clearfield through prevention, education, increased awareness, and holding perpetrators who commit acts of violence responsible for their actions.
RECOMMENDATION: Approve the Proclamation officially declaring April 2021 as 'Sexual Assault Awareness Month' in the City of Clearfield and authorize the Mayor's signature to any necessary documents.
5. CONSIDER APPROVAL OF RESOLUTION 2021R-07 AUTHORIZING AN AMENDMENT TO THE INTERLOCAL AGREEMENT WITH SYRACUSE CITY FOR THE 500 WEST ROADWAY EXPANSION PROJECT
BACKGROUND: Clearfield City and Syracuse City entered into an Interlocal Agreement in 2019 to work together for the construction and expansion of the 500 West roadway. The project includes construction of 500 West Street from 2010 South to Antelope Drive and from Antelope Drive to C Street in the Freeport Center. Clearfield City received additional funding from Davis County's Third Quarter Tax Grant and Wasatch Front Regional Council to assist with the costs. The additional funding necessitated an update to the original agreement's Attachment A which outlines the financial obligations of each party.
RECOMMENDATION: Approve Resolution 2021R-07 authorizing an amendment to the Interlocal Agreement with Syracuse City for the 500 West Roadway Expansion Project; and authorize the Mayor's signature to any necessary documents.
