March 25, 2021 The Public Utilities Advisory Committee meeting was held at 8:00 a.m. on March 25, 2021 via online meeting platform due to the COVID-19 outbreak. Committee members present were Lynn Hemingway, Kent Moore, Roger Player, Ted Wilson, Ted Boyer and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Tamara Prue, Holly Lopez, Jeff Snelling, Jason Brown, Brad Stewart, Michelle Barry, Bernard Mo, Tamara Wambeam, Marian Rice, Karryn Greenleaf, Lisa Tarufelli, Mike Guymon, Holly Mullen, Dawn Wagner and Janine Calfo. Also in attendance were Mike Wilson from CRS Engineers; Rusty Vetter, Salt Lake City Attorney's Office; Sam Owen and Robert Nutzman, City Council Office; Mike DeVries, Metropolitan Water District of Salt Lake and Sandy; William Peterson, AECOM; Nathan Zaugg, Carollo Engineers. Welcome and Introductions Committee Chair Lynn Hemingway and Public Utilities Director Laura Briefer welcomed the attendees. Approve Minutes of February 25, 2021 Meeting Committee member Ted Wilson made a motion and committee member Kent Moore seconded the motion to approve the minutes of the February 25, 2021. All members voted to approve as amended. Monthly Financial Report - Lisa Tarufelli Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report as of the end of February 2021. A copy of that presentation is attached. All funds are within expected budget. Laura Briefer and the Mayor made an announcement requesting water conservation from consumers that may affect the Water Fund sales next quarter. Capital expenditures for the Sewer fund are as expected. The Stormwater Fund has capital funding ahead of expenditures. There remains 85 percent of bond money available. The Street Lighting Fund is still working on the storm damage from last year and should start to see some of the money come back into the project. The Master Plan is pushing ahead of last year's budget. Total accounts receivable over last year is up 13 percent. Review and possibly recommend the Public Utilities Annual Budget FY21/22 to Mayor Mendenhall (Public Utilities Administration Team) PUAC members received a copy of the FY21/22 Draft Public Utilities Annual Budget via email, which is attached. The budget is scheduled to be presented to the Mayor on April 5th and to the City Council on April 13th. Laura and Lisa reviewed the PowerPoint presentation that will be presented to the City Council. The budget priorities are continuing from last year with a focus on aging infrastructure, water stewardship, regulatory considerations, financial health and sustainability. Capital Investment in the Department takes 67 percent of the budget in the Water Budget. Capital Improvements for the new WRF is 84 percent of the CIP for the Sewer Budget. There is a 10 percent rate increase proposed for the Stormwater Utility Budget. There is a new rate study proposed to help with implementing of the Street Lighting Master Plan Update. The department is researching the availability of grants to fund various planned projects. There was not rate increase last year in the Water Utility and an 8 percent rate increase is planned for this year. Ted Wilson noted that there are some significant increases across the funds that are justified and wants to make sure that the story behind the increases is strong. Laura agreed and noted that the magnitude of the improvements that are required need very large investments. Ted Boyer offered some talking points to highlight the needs. Committee member Tom Godfrey made a motion and committee member Roger Player seconded the motion to approve the FY21/22 Public Utilities Annual Budget and present to the Mayor and City Council. All members voted to approve as amended. Director's Report Laura Briefer There is a lot going on in the watershed canyons regarding transportation options. One of the issues is traffic in the Little Cottonwood Canyon. The Central Wasatch Commission is conducting a study for the mountain transport system. Ted Wilson added that there is a need for concern for the affect on the watershed for introducing a railroad to the canyon. Meeting adjourned at 9:00 a.m. Next Meeting will be held on April 22nd at 8:00 am.
