Attendees: Emmett Adair, Jason McKinnon
Agenda Item #1 Roll Call
The Planning and Zoning Commissioner Chair, Commissioner McKinnon, opened the meeting by noting that everyone was present including Paul Peterson who was our newest member who just needed to be sworn in.
Agenda Item #2 Approval of Prior Meeting Minutes
Motion: Commissioner Moosman moved to approve the minutes from July 7, 2021. Motion seconded by Commissioner Cha and carried with all in favor. McKinnon signed the minutes for approval.
Agenda Item #3 Emmett Adair - Laws and Expectations when Purchasing Land
Emmett Adair wants to purchase a piece of land that used to belong to his parents. Mr. Adair joined the meeting hoping for some guidance on what he is allowed to do with the land. The land has water hookups. He mentioned that he would like to get a trailer on there eventually. Mr. Adair asked if he would be able to use a 5th wheel for now until he was able to get a mobile home put on the lot. Commissioner Moosman let Mr. Adair know that he could get a variance for up to one year and that he could hook his 5th wheel up to the water hookups. Mr. Adair will call the office if he has additional questions.
Motion:
Agenda Item #4 Zauss Handyman Services - New Business License at 398 E. Main - Zoned R-1-7
Barney Zauss was not able to attend the meeting and asked Commissioner Moosman to present on behalf of Mr. Zauss. Mr. Zauss moved from Washington state and was a general contractor there. He specializes in hardwood flooring and plans to help with little projects and little remodels. He is not a large contractor and will not be having anyone come to his home for business. He would be driving to other people's properties with a tool trailer. Nothing will be done onsite.
Motion: Commissioner Cha motioned for approval to proceed with the next steps by going to the next Council Meeting. Commissioner Patterson seconded and proceeded with all in favor.
Agenda Item #5 Kory Moosman - Dividing subdivisions
Mr. Moosman owns a full parcel of just about seven acres. He wants to rezone the property. The property has been surveyed. The property has two entrances. He already has a business license for his home business; however, he is hoping to change the business license from residential to commercial. The next step is that this will have to be filed with the county. Then it will have to go to the capital to be reviewed. An open-door meeting will need to be held so that if anyone in the area wants to disapprove, they can do so at the meeting.
Motion: Commissioner Cha motioned for approval based on the contingency that nobody has any major issues with it. Commissioner Patterson seconded. All were in favor. Commissioner Moosman abstained from voting.
Agenda Item #6 Commissioner McKinnon - Cutoff Date Proposal
Commissioner McKinnon wanted to propose a new cutoff date for the agenda to be sent out rather than just 24 hours. Commissioner Cha agrees that there needs to be more time. Commissioner Moosman mentioned that it would be nice to have the deadline put in seven days before the next meeting.
Motion: Commissioner Moosman motioned to change the time to get on the agenda for Planning and Zoning from 24 hours before the meeting to 5 business or 7 days before the next Planning and Zoning Meeting. Commissioner Cha seconded. All in favor.
Adjourn
Prior to adjourning, Commissioner Moosman let the group know that we did get our funding for water, that the rates went up. That the sewer system is bad, but it is only a matter of time until things get terrible. It will come with major projects the rates are increased for. A little over 7 million dollars for the sewer project and an additional 7 million for the water project. We are getting 50% funding for the sewer. The project will begin in Spring 2022. As far as the solar project goes, they are putting panels on the far west corner. There are no panels on it yet, but there may be some next week. Commissioner Moosman thinks they'll be doing them until November.
Meeting adjourned at 6:13 PM
Next meeting will be September 1, 2021 at 5:30 P.M. at the Wellington City Hall.
