ACTIVE PROJECTS // Updated April 5, 2021 This is a list of active projects open for public comment, the list is updated bi-weekly. CTAG/GREEN HAVEN REZONE & MASTER PLAN AMENDMENT Salt Lake City received a request from Christopher Lee, representing the property owners, to amend the Central Community Master Plan and the zoning map for the properties located at 203 E 2100 S, 1991 S 200 E & 221 E 2100 S. The proposal would rezone the property from RMF-45 (Moderate/High Density Multi-Family Residential) to FB-UN2 (Form Based Urban Neighborhood) and amend the Central Community Future Land Use Map from Medium High Residential to Form Based Residential Mixed Use. The proposed amendments to the Master Plan Future Land Use Map and zoning map is to facilitate a future residential mixeduse development. Project specific plans for this development have not been provided by the applicant. Donner Way. The applicant is requesting zoning relief for lot frontage and building height through the Planned Development. The design is unique in that each level of the structure follows the downward slope of the hillside, rather than being built vertically as a conventional building. The land is currently vacant. The property is located in the RMF-45 (Moderate/High Density Multi-Family Residential) zoning district. The same proposed Planned Development was previously approved by the Planning Commission on October 20, 2016. The previous approval has expired, which is why the applicant is seeking a new Planned Development approval for the project. The proposal is to redevelop 10 parcels, to demolish seven single family residences, and one multi-family residence. The project proposes to build two buildings: a single-story amenity and leasing building fronting 700 East and a 4-story apartment building on the interior of the site. The main building would consist of a 'Rooming House' with 65 units ranging from 1 bedroom to 4-bedroom units. The total site is approximately 1.55 acres. The proposed project is subject to the following applications: Planned Development - The Planned Development is needed to address insufficient street frontage on 700 East and modification to interior and rear yard setbacks required in the RMF-45 zoning district. Case number PLNPCM2021-00045 Conditional Use - Requesting a 'Rooming House' land use designation, which is allowed in the RMF-45 zoning district as a conditional use. Case number PLNPCM2021-00046 Zoning Map Amendment - The current zoning of 7 of the parcels on the site are SR-3, and 3 of the parcels are RMF-45. The applicant is requesting to amend the zoning map designation of the seven parcels zoned SR-3 to RMF-45. Case number PLNPCM2021-00048 Master Plan Map Amendment - The associated future land use map in the Central Community Master Plan currently designates the property as 'Medium Density Residential'. The petitioner is requesting to amend the future land use map for the parcels to be 'Medium High Density Residential'. The subject property is located within the M-1 Light Manufacturing District. This zoning district requires that monopole cellular antennas taller than 60 feet in height be reviewed as a Conditional Use. The request would increase the height of the monopole from 61 feet to 81 feet. The new antenna array will have a smaller overall diameter than the existing array. Main Street on the site of the Utah Theatre. The combined 0.89-acre (39,000 square feet) parcel is owned by the Redevelopment Agency of Salt Lake City and is located in the D-1 - Central Business District. The proposed project is for a 400-unit apartment building that will include 40 affordable, 355 market rate and 5 penthouse level housing units. The building will include a mid-block walkway and a park amenity on the separate parking structure in the rear. A total of 8,400 square feet of retail space will be included at the ground floor, fronting on main street. The proposed 31- story building will be approximately 368-feet tall with an additional 24-feet included for rooftop mechanical equipment and elevator overruns. The total height of the building will be 392 feet. Buildings in excess of 100-feet tall in the D-1 zoning district are allowed through the Design Review process with Planning Commission approval. In addition, the Design Review process is also being used to allow the residential lobby entrance to be set back 10-feet from Main Street, in excess of the requirement of a maximum of 5-feet. The planned development is sought by the applicant since accessory structures must be set back at least as far as the principal building when the principal building exceeds the required front yard setback. The property at 1668 W Indiana currently contains an individual single-family dwelling while the other property is vacant. The applicant is requesting to change the zoning map designation of the property from R-1/5000 (Single-Family Residential) to R-MU-45 (Residential/Mixed Use). No specific site development proposal has been submitted at this time. The change is consistent with changes identified in the Westside Master Plan which identified the intersection of Redwood and Indiana as the location of a future Community Node which could accommodate both housing and commercial uses. Parleys Way. The property is zoned CB - Community Business zoning district which only allows vocational uses within an enclosed building. The applicant proposes to use a designated portion of their site for the building of Accessory Dwelling Units or tiny homes on an ongoing basis, with the structures donated to the community through a charitable giving program. This proposal would designate an area approximately 3,750 square feet in size at the back of an existing parking lot for this use to occur. To that end, the applicant is proposing an amendment to the CB zoning district to establish a designated 'Build Area' on their site where a 'School: Professional and Vocational (Outdoor)' is allowed. This amendment would not apply to other properties in the CB zoning district or beyond the designated area on this property.
