NOTICE OF PROPOSED BOUNDARY ADJUSTMENT
AND JOINT PUBLIC HEARING
Notice is hereby given that the Taylorsville-Bennion Improvement District ('Taylorsville-Bennion') and the Granger Hunter Improvement District ('Granger Hunter') intend to adjust their common boundary. This Notice is being provided to you because you have been identified as an owner of property located within the affected area and/or as a registered voter residing within the affected area.
The Board of Trustees of Taylorsville-Bennion and the Board of Trustees of Granger Hunter have adopted a joint resolution indicating the Boards' intent to adjust the common boundary between the two districts pursuant to the provisions of Utah Code Ann. § 17B-1-417. Both districts provide water and sewer service. Taylorsville-Bennion's service area is primarily, although not exclusively, located in Taylorsville City, and Granger Hunter's service area is primarily, although not exclusively, located in West Valley City. The affected area is described in Exhibit A which accompanies and is part of this Notice. Please refer to the exhibit to determine which district your property will be moving to. The intention of this boundary adjustment is to cleanup the boundaries and ensure that the legal boundaries of the districts reflect who is actually providing service currently-you will not be experiencing a change in service. (In some cases, services in certain areas are split, with one entity providing water and another providing sewer. In these cases, you will continue to be located solely within one service area, and the two entities will enter an agreement regarding the splitting of services.)
The Taylorsville-Bennion Board of Trustees will hold a public hearing on the proposed boundary adjustment at 3:00 p.m. on May 25, 2021, at the Taylorsville-Bennion offices located at 1800 W 4700 South, Taylorsville, Utah, 84129.
The Granger Hunter Board of Trustees will hold a public hearing on the proposed boundary adjustment at 3:00 p.m. on May 18, 2021, at the Granger Hunter offices located at 2888 S 3600 West, West Jordan, Utah, 84119.
Both districts impose a property tax and fees. Taylorsville-Bennion's certified property tax rate for 2020 was 0.000112 and Granger Hunter's certified tax rate was 0.000450. Taylorsville-Bennion and Granger Hunter charges certain other service fees or impact fees, most usually on new developments. After the boundary adjustment, the owners of property within the affected area will be subject to the payment of property taxes of the entity indicated on Exhibit A (unless you are exempt from property taxes). The rates are subject to change over time. For more information concerning rate structures and the financial and service impacts of the boundary adjustments, please call the numbers that appear at the end of this notice.
The Taylorsville-Bennion Board of Trustees and the Granger Hunter Board of Trustees may adjust the common boundary of the two districts in accordance with Exhibit A which is part of this notice unless, at or before the later of the two public hearings, written protests to the adjustment are filed with either or both Boards by:
(A) the owners of private of real property that: (1) is located within the affected area; (2) covers at least 50% of the total private land area within the affected area; and (3) is equal in assessed value to at least 50% of the assessed value of all private real property within the affected area; or
(B) Registered voters residing within the affected area equal in number to at least 50% of the votes cast in the affected area for the office of Governor at the 2020 general election.
This notice is being given jointly as allowed by Utah Code Ann. § 17B-1-417(3)(d) and is being published as required by Utah Code Ann. § 17B-1-417(3)(a)(iii).
