MONA CITY COUNCIL MEETING MARCH 09, 2021 7:30 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Travis Pay, Travis Houweling ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Director of Finance Everd Squire, Lyla Spencer, City Recorder, Director, Lynn Ingram P&Z Chair, Sara Samuelson P&Z Secretary OPENING PRAYER: Councilmember Randy Christensen APPROVAL OF FEBRUARY 23, 2021 MINUTES: Councilmember Amy Stanley moved to make a motion to accept the minutes of February 23, 2021 as corrected. A second was made by Councilmember Randy Christensen. The vote was unanimous motion carried. (1st Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for Wednesday, March 3, 2021 as follows; Discussion and Possible Action Item: Seth Beutler came in for an accessory building permit, location 18 W 900 S. Ingram told the council everything is okay and set backs are fine; He would like to recommend the council approve an accessory building permit for Beutler. Mayor Mills called for a motion to approve an accessory building permit as described above. Councilmember Jay Mecham moved to make a motion to approve an accessory building permit for Seth Beutler located at 18 W 900 S, with a second by Councilmember Frank Riding. All voted in favor, motion carried. (2nd Motion). Jeff Kay requested a building permit for Nebo View Subdivision located 629 S 400 W. Ingram said the plans have been approved; he would like to recommend the council approve the above building permit as discussed. Mayor Mills called for a MONA CITY COUNCIL MEETING MARCH 09, 2021 7:30 PM motion to approve a building permit for Jeff Kay as described above. Councilmember Randy Christensen moved to make a motion to approve a building permit for Jeff Kay at 629 S 400 W; a second was made by Councilmember Amy Stanley. All voted in favor, motion carried. (3rd Motion). Jones Homes came in for a building permit, location 662 S 400 W Nebo View Meadows. There were concerns in regard to the setbacks they will check to make sure everything is ready to go. In the meantime Ingram made a recommendation to the council to approve a building permit as described above with the intent the setbacks are in line and approved. Mayor Mills called for a motion to approve a building permit for Jones Homes as described above with the intent the setbacks are checked and inline and approved. Councilmember Jay Mecham moved to make a motion to approve a building permit for Jones Homes at 662 S 400 W in Nebo View Meadows with the intent the setbacks will be in line and approved. A second was made by Councilmember Micheal Stringer. All voted in favor, motion carried. (4thMotion). Brandon Lish came in for a building permit located at 638 S 400 W, Lot #22. Everything is ready setback are fine; Ingram would like to recommend the council approve a building permit for Brandon Lish as described above. Mayor Mills called for a motion to approve a building permit for Brandon Lish as discussed above. Councilmember Frank Riding moved to make a motion to approve a building permit for Bandon Lish at 638 S 400 W, Lot # 22, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (5thMotion). Travis Pay came in for a building permit location; 360 W 400 S, his plans have been approved; Ingram gave a recommendation to the council for approval on a building permit for Travis Pay as discussed above. Mayor Mills called for motion to approve a building permit for Travis pay at the described address above. Councilmember Micheal Stringer moved to make a motion to approve a building permit for Travis Pay at 360 W 400 S with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (6th Motion) Verl Sanderson came in for an accessory Building Permit at 497 S 300 E. His plans are approved and Ingram recommended the council approve a building permit for Sanderson as described above. Mayor William Mills called for a motion to approve a building permit as described above. Councilmember Amy Stanley moved to make a motion to approve a building permit for Verl Sanderson at 497 S 300 E, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (7th Motion) Innovation Homes came in for three (3) building permits as follows; Lot #6, 253 W 600 S plans are approved, setbacks are okay. Ingram asked for the council to approve a building permit to Innovation Homes for Lot #6 at the described above address. Mayor William Mills called for a motion to issue a building permit to innovation Homes as described above. Councilmember Jay Mecham moved to make a motion to approve a building permit to Innovation Homes Lot #6 at 253 W 600 S with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (8th Motion) MONA CITY COUNCIL MEETING MARCH 09, 2021 7:30 PM Building permit for Innovation Homes for Lot #13 at 361 W 600 S. Mayor Mills called for a motion to approve a building permit for Innovation homes at Lot#13 -361 W 600 S. Set backs are approved. Councilmember Micheal Stringer moved to make a motion to approve a building permit for Lot#13 for Innovation Homes at the above address with a second by Councilmember Frank Riding. All voted in favor, motion carried. (9th Motion) Innovation Homes Lot #14 341 W 600 S. Everything is in place, a recommendation was made to issue a building permit to Innovation Homes for Lot #14 at the described above address. Mayor William Mills called for a motion to issue a building permit for Lot#14 as described above. Councilmember Frank Riding moved to make a motion to issue a building permit to Innovation Homes for Lot#14 at the described above address, with a second by Councilmember Amy Stanley. All voted in favor, motion carried. (10th Motion) Ryan Haskell came in for a building permit for Lot#1 in Nebo View Meadows at 264 W 700 S. Everything is in order; Ingram made a recommendation to issue a building permit to Haskell at the above described address. Mayor Mills called for a motion to issue a building permit to Ryan Haskell at the above described address and lot #. Councilmember Randy Christensen moved to make a motion to issue a building permit to Ryan Haskell at the above described address, with a second by Councilmember Jay Mecham. All voted in favor, motion carried. (11th Motion) Rex and Linda Orgill came in for a lot inquiry discussion only. Chad Sunderland came in for a Main Street Zoning inquiry, discussion only, no decisions made. Cliff Hales also came in for his subdivision concept application. There was a discussion from the council which they decided to table the request for that application to discuss more issues at a later date. Mayor Mills called for a motion to table the concept application subdivision plan for Cliff Hales to discuss at a later date. Councilmember Randy Christensen moved to make a motion to table the Hales Subdivision Concept Application Plan to discuss at a later date, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (12 Motion) Jeff Kay asked to request a zone change. Mayor Mills called for a motion to table the request for a zone change for Jeff Kay. Councilmember Amy Stanley moved to make a motion to table a request from Jeff Kay for a zone change, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (13th Motion) DELEGATIONS: Travis Jones representing Houweling's Sustainable Greenhouse came before the Council presenting an update on the greenhouse, which is located on 28 acre west of Mona City. MONA CITY COUNCIL MEETING MARCH 09, 2021 7:30 PM He reported Equilibrium Capital and Houweling's Group are continuing to enhance their sustainability profile with the announcement of an investment to retrofit their existing 28-acre Utah greenhouse with an advanced, hybrid LED system. The project, in partnership with Rocky Mountain Power, Hortipar Lighting Solutions and Phillips lighting from Signify, is set to be completed by Q3 2021 and will significantly reduce the annual power consumption of the greenhouse. 'It is all about growing more with less resource,' says Kevin Doran, CEO of the Houweling's Group. Doran continued 'With this investment in lighting, we expect to produce more sustainably grown, year-round tomatoes for our customers in the region while at the same time reducing our electricity usage and C02 emissions. With this LED technology installation, on top of our industry's first C02 and heat capture system connected to the adjacent PacifiCorp power plant, we believe it will make our Mona, Utah greenhouse one of the most high-tech sustainable greenhouses in North America.' SECRETARY/TREASURER/ RECORDER REPORT: Secretary Treasurer Michelle Dalton presented the yearly contract for Paradigm Alliance, a company that oversees public awareness for pipeline safety. There was no motion on the proposed contract with Paradigm Alliance. The council agreed with the recommendation to renew the yearly contract at a cost of $1,695.30 City Recorder Lyla Spencer presented a proposal to change Mona City's current codification company from Municode to American Legal. Mayor Mills called for a motion to hire American Legal to represent Mona City as their codification Company. Councilmember Micheal Stringer moved to make a motion to hire American Legal to represent Mona City as their codification company, with a second by Councilmember Amy Stanley. All voted in favor, motion carried. (14th Motion) DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 02/24/2021 to 03/09/2021; Everd asked if there were questions on the disbursement list. There was a question on Mona Irrigation Company check #4842, In the amount of $3,750. 00. The question was answered sufficiently. There were six (6) checks over the allotted amount of $2,000. The report is attached to the minutes for public viewing. COUNCIL BUSINESS: There were no business licenses or fence permits presented. Councilmember Amy Stanley reminded the council about the upcoming Mona City Easter Egg Hunt on April 2 & 3rd, 2021. She has launched the Flyer. MONA CITY COUNCIL MEETING MARCH 09, 2021 7:30 PM April 2nd Flashlight Easter egg Hunt at 9:00p.m. For ages 13-18. April 3rd children's Craft and Tomato Growing and Pruning demonstration from Houwelings at 9:15 am., 10:00 am .will be the Children's Easter Egg Hunt for ages 2-12. Councilmember Frank Riding: they will begin fertilizing in March & April. Councilmember Randy Christensen thought it might be a good idea to place stop signs on 200 E to replace the yield signs that are currently there, maybe if there are stop signs it will slow the traffic a bit. The council agreed with the idea. Councilmember Christensen will meet with Six County on CDBG & CIB Wednesday March 17th to discuss funding and the application process. Final thought from Mayor Mills: He has scheduled a work session on Wednesday March 17th at 6:00 pm to discuss the Subdivision and OTV Ordinance. (15th Motion) The city council meeting was then adjourned at 8:55 p.m., with no further comments.
