February 11, 2021 The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, February 11, 2021 at 7:16 pm. Those in attendance were council members Kristen Vose, Trevor Rowley, Brydi Sharp, Kallon Cowley and Mayor Mike Taylor. A Motion was made by Trevor and seconded by Kallon to approve the minutes from January's meeting. All were in favor. Motion Carried. The meeting was opened to public comment. No public comment. Item #1 Fire Chief Report Preston was absent. He left notes with Nichole. Preston would like to sell the old air tanks, air packs and donate old clothing. He was thinking about selling the items on the Public Surplus website. Clothing that is 15 years old is considered out of date. Mayor Taylor thought the old air tanks and air packs would be good for training purposes. He didn't see a problem with donating any out of date clothing. Mayor Taylor stated he will get with Preston to discuss the air tanks and air packs. Item #2 Commissioner Kent Wilson and Jim Jennings: Discuss road to Dinosaur Quarry Jim Jennings from Emery Counties Public Lands Department stated Emery County put in for a grant a year and a half ago to fix the 4.6-mile section of county road leading to the gate of the Cleveland Dinosaur Quarry. The grant is for between 5 and 5.3 million dollars. There has been an increase in vehicles traveling to the Dinosaur Quarry. Jim stated the road is currently good but with more traffic there could be safety issues. Jim said Elmo's council and some residents are against any upgrades to the road. He said the county is looking at 5 years before they break ground. Jim stated the county would like feedback from the towns on how they fill about the upgrade. The extra traffic might help Cleveland with economic development. The county is open to suggestions. Council discussed having a sign at the lake directing traffic through main street to help businesses and O'ville. Jim said the Federal Government will cover 93% of the cost. The County's portion would be 7%. Tate Jensen asked Jim if the county is fixing the road for tourism or for the locals. Jim believes the county found a way to tap into federal funds to fix the road. Kallon asked Kent if they could add to the bidding process if any local company is within 10% of the low bid it would go to them. Kent stated the answer is no because Emery County Policies don't dictate that. Kent stated that he wants to know if Cleveland wants economic development. There is 5.3 million dollars out there that could help a local contractor and improve a road. Tate asked what the county is doing to incentivize businesses to come here. Kent said it goes back to council. He wants council to tell him what they want Cleveland to be. This will give him direction on where to go. Kent would like to come back in a few months and hear what Cleveland Town wants. Brydi asked how the county will pay the 7%. Kent stated that it will come from mineral lease money. Council stated they will discuss this topic and hold a public hearing. Laura Fillmore stated that she would like the traffic to be directed through the Salt Lake Knoll because there are little to no houses that way. Item #3 Zions Bank (Patrick Fehlberg and Chad Bishoff): Discuss service fees and options Chad Bishoff addressed the council regarding service fees and other options Zions Bank offers. Direct deposit (basic) would be $10 a month and 0.50 an item. Online payments would require a monthly fee through Zions Bank. Chad recommended Cleveland staying with PSN until Cleveland gets enough residents interested in paying their utility bill online because of the cost. If Cleveland Town gets enough interests Chad stated he could do an analysis on what options would be cheaper. Nichole asked if there was a way to see a breakdown of the service and transaction fees. Chad said he will get back to us on how to see the itemized fee list. He stated there was an issue with a double charge for the check scanner. Cleveland will receive a $110 credit. The remote deposit capture will be $35 a month. Item #4 Discuss/approve or disapprove: Council Members Utility Bill Compensation Nichole stated currently it is set up in Pelorus to pay council semi-annually. Council will receive $300 in June and December for their utility bill compensation. Trevor made a motion for council to receive utility bill compensation of $300 in June and December. A second motion was made by Kristen. Roll call was taken. Kallon (YES), Brydi (YES), Kristen (YES), Trevor (YES). All were in favor. Motion carried. Item #5 Review Bills and approve for payment Council reviewed the month's bills. Kallon made a motion to pay the bills. A second motion was made by Brydi. Roll call was taken. Kallon (YES), Brydi (YES, Kristen (YES), Trevor (YES). All were in favor. Motion carried. Item #6 Council Reports Kallon (Equipment): Kallon stated the Duramax has a few issues. He presented to council a quote from Genco Mine Service. Cutting Edge for Western Snow Plow $301.60 Miscellaneous $203.99 DEF Fluid Heater labor $570.00 Freight $150.00 Total: $1222.59 Council agreed the repairs are needed. No motion was made. Brydi (Treasurer): Brydi discussed the budget with council. She would like to get together before June and condense some of the line items. Kristen (No Report) Trevor (Recreation): Trevor stated Green River is getting ready to do a dirt bike rally. The TRT tax is helping with this event. Mayor Taylor discussed Fire Chief compensation with council. He would like to keep the Fire Department volunteer. Council agreed and would like to show appreciation in other ways. Mayor Taylor said May - September he is scheduled to work on Town Council Meetings. Council agreed to change May - September's meetings to the 1st Thursday of the month. No motion was made. Brydi asked about the dumpsters coming back in March. Mayor Taylor stated they should come back for spring clean-up but taken away after because of budget purposes. #7 Adjourn Meeting A motion was made by Brydi to adjourn the Town Council Meeting.
