Planning Commission Present:
Robert Ogle
Ted Black
Len Gasser
Sheri Pugh
Shawn Begay
City Planner Present: Bret Hosler
City Counsel Present: Kellen Nielson
City Manager Present: David Johnson
Minutes: Nicole Holliday
Item #1: Robert started the meeting at 7pm and welcomed Sheri and Shawn. Sheri as a newly appointed member and Shawn as a soon-to-be appointed member of the commission. Robert asked if everyone had looked at the minutes from the previous meeting. Ted questioned the section that talks about ADU's, it states that ADU's are not allowed as a stand alone unit. Bret clarified that that is true for the R1 zones. It was changed in the minutes to clarify this. Ted moved to accept the minutes, Len seconded it and it passed.
Item #2: The group discussed the transportation section of the general plan. Bret explained that this plan generally gives the city direction on where they want to head. The floor was given to Scoot Flannery, an engineer, from Jones and DeMille. Jones and DeMille have been working with the city to get a transportation master plan made. It is an updated plan from what they have had. Scoot explained that the plan helps determine where roads will potentially go in the future. Scoot showed some maps of the city and the future roadway classifications. The map that was being used is accessible on the blanding.city website. The map has different 'layers' that you can click off and on, such as, roads, future roads, utilities, parcels, proposed annexation boundary, etc. The group discussed the meaning of annexation, condemnation, arterial roads and collector roads. The group discussed the changes to the wording in the transportation section of the general plan. The changes were made to help it work better with the new transportation master plan. Sheri questioned one of the sentences that didn't totally make sense. The commission passed the changes with a note that a clarification would be made on that certain section.
Item #3: There was a general group discussion on ADU's. Bret did some research and came up with a clear and comprehensive definition of an ADU. He advised that there are three types of ADUs (interior, attached and detached) and these should be made clear in the definitions and then it can be referenced when it comes to identifying what type of ADU can be used in a particular zone. David suggested that if the commission is comfortable with the definitions to pass them and then when the time comes they can come back and demonstrate how the definitions will apply, they can create code and come up with more parameters. ADU's are definitely something that should be evaluated and considered. The commission is going to review the permitted uses in R1 and R2 zones as it applies to ADU's.
Item #4: The group watched a video of the Governor speaking on the importance of good planning. Bret said a few things about planning and reevaluating and making sure that plans are taking us where we want to go. The planning process includes a lot of different areas, such as transportation, housing, public safety, economic development.
Item #5: Staff report on minor subdivisions: Javan Shumway's minor subdivision (100 N 100 E) has been approved by this commission and by the city engineer. Linda Simmons is looking at dividing her property (500 N 200 W) into a minor subdivision. Marylnn Smith (300 W across from Centennial Park) has about 4 acres that are up for sale. Which may come to the table for discussion in the future. Although, it is just out of city limits.
A motion was made to adjourn the meeting. It was seconded and it passed.
