Planning and Zoning Minutes
FEBRUARY 1, 2021 AT 5 PM
The Panguitch Planning and Zoning meeting was held. Those in attendance City Recorder Tyrissa Howell, City Manager Lori Talbot, Committee members Trudi Owens, Chris Hatch, Clint Albrecht, Todd Breinholt, Dianne Fullmer, Cindy Stewart and Chad Veater.
Also present were Randi Miller, Maxi Miller, Ezra Nelson, Luke Stewart and Elkee Stewart. Present by phone Maiyah Grant and Jaynie Connor.
Adoption of the Agenda
Cindy Stewart moved, seconded Todd Breinholt by to adopt the agenda. The motion passed with all in favor.
Approval of the Meeting Minutes and Email Surveys
Chad Veater moved, seconded by Chris Hatch to approve the minutes and email surveys. The motion passed with all in favor.
Committee Chair and Vice Chair
Cindy Stewart moved, seconded by Chris Hatch to nominate Todd Breinholt for the Planning and Zoning Committee Chair. The motion passed with all in favor.
Chris Hatch moved, seconded by Cindy Stewart to nominate Chad Veater for the Planning and Zoning Committee vice Chair. The motion passed with all in favor.
Aspen Valley Lots 44, 45, 46 and 47
Ezra Nelson has received a UDOT permit for an access road to lots 44, 45, 46 and 47. He is asking to change said lots from residential to commercial.
Chris Hatch moved, seconded by Chad Veater to recommend the approval of combining lots 44, 45, 46 and 47 and the zone change to commercial. The motion passed with all in favor.
Aspen Valley Estates Phase 2
Chris Hatch moved, seconded by Cindy Stewart to approve Aspen Valley Estates phase two preliminary plat contingent upon the results of the water study, the ability for the City to provide utilities, a flood drainage plan and roads being changed to a 66 foot width. The motion passed with all in favor.
The Ledges at Aspen Valley
Ezra Nelson explained that the Ledges will be a gated community with an HOA. The roads will be 55' eliminating the area between the property and the actual road surface. Due to the smaller road there will be areas built between lots where vehicles like fire trucks can turn around.
Chad Veater moved, seconded by Cindy Stewart to table The Ledges Subdivision while research is done on HOA's and road widths, Results from the water study are received and a drainage map is provided. The motion passed with all in favor.
The Farm at Aspen Valley
The Farm will also be a gated community with an HOA. The roads will be 33' private roads. Ezra Nelson has been working with the canal company to widen the canal. He plans to landscape and ad a walking path near the canal.
Cindy Stewart moved, seconded by Cindy Stewart to table The Ledges Subdivision while research is done on HOA's and road widths, Results from the water study are received and a drainage map is provided. The motion passed with all in favor.
Randi Miler Minor Lot Subdivision
The Millers are annexing a piece of land that they would like to subdivide into 4 pieces of properties. They have a 16' private road that accesses the properties through the Aspen Valley Subdivisions. The Planning and Zoning committee discussed the size of the road. The Planning and Zoning committee decided to visit the property to view the subdivisions and the private road.
Chris Hatch moved, seconded by Dianne Fullmer to table the Minor Lot Subdivision until more information could be found on private roads. The motion passed with all in favor.
Vintage Trailer Resort Proposal
Maiyah Grant and Jaynie Connor attending the meeting by phone. They discussed with Planning and Zoning Committee their plans to build a vintage trailer resort at 340 east Center. The Planning and Zoning discussed glamping regulations and UDOT access off highway 89.
Chris Hatch moved, seconded by Chris Hatch to table the Vintage Trailer Resort until more information can be gathered. The motion passed with all in favor.
Conditional Use permit - Aireal Beck
Chad Veater moved, seconded by Chris Hatch to approve the conditional use permit for two horses. The motion passed with all in favor.

Clint Albrecht moved to adjourn the meeting 7:24 pm.
